Architectural exterior color change for the existing ATA Blackbelt Academy building, located at 11133 N. La Canada Drive, represented by W. J. Dan Dagnal, non resident, standing in for the applicant stated plans were submitted with samples for both the front/back buildings to be painted.  The front building and the back building are both being painted. 

David Ronquillo, Senior Planner, presented the following:

Discussion ensued amongst the Board regarding the color schemes.
 
MOTION: A motion was made by Member Ottley and seconded by Member Shelton to approve scheme 1 architectural color changes for the existing buildings currently owned by W. J. Choi.

2.

Josh Goins, non-resident representing Young Electric Company, stated that the applicant is requesting a revision to the current sign plan for the Rancho Vistoso Shopping Center.  The Safeway Grocery Store has recently gone through a recent sign program change and the existing signage is no longer valid.   

Member Luckett asked if the new Starbucks logo was to be included.  Mr. Goins responded that the Starbucks logo is not included.

Evan Elgin, non-resident representing the applicant, presented the following:

Member Luckett asked about the trellis to be added on the north side of the building.  Mr. Eglin responded that a trellis is proposed for the north elevation.

Chairman Schoeppach asked Mr. Elgin if he was okay with conditions listed in Exhibit "A".  Mr. Elgin responded yes.

MOTION: A motion was made by Member Luckett and seconded by Member Shelton to approve with conditions the architectural elevations for La Canada Animal Hospital on Lot 1, Mercado at Canada Hills, located in proximity to La Canada Drive and Lambert Road, requested by Elgin-Cohen Architects, OV1311-06, subject to the conditions in Exhibit "A".

Dr. Mary Ann Bolser, non-resident but a Oro Valley business owner, stated she has a couple of issues the Board should be aware of. 

- She had problems applying for business loan, initially not approved because the appraiser did not believe the fee that she would incur by Oro Valley should be taken into consideration, adding $40,000 to the cost.
- The tower is not a very nice design feature and reminds her of a gun turret.  She was told to live with it because it would be difficult to get any other changes approved by the Design Review Board.

Architectural elevations for two-story custom home on Lot 403, Stone Canyon II-A, located at 1250 W. Tortolita Mountain Circle, requested by Robinette Architects, OV1311-07.

Ron Robinette, of Robinette Architects, presented an aerial view of the proposed home.  Mr. Robinette stated the home is under the 30’ height requirements for Oro Valley and have gone through subdivision process.

MOTION: A motion was made by Member Shelton and seconded by Member Ottley to approve architectural elevations for two-story custom home on Lot 403, Stone Canyon II-A, located at 1250 W. Tortolita Mountain Circle, requested by Robinette Architects, OV1311-07.

5.

Planning Division Manager update.

 
David Williams, Planning Division Manager, presented the following updates:

- Design Standards is set to go in front of Council the first week of July.
- Implementing the Environmentally Sensitive Lands ordinance approved by Council on January 19th.  The ordinance goes into effect July.
- Conceptual Design Review Board:  The Council Work Group met April 4th to review the new criteria now called the Design Principles that are to replace the thirteen principles in the code today.  
- Pre-application for a rezoning for a 70 lot subdivision on La Cholla between Glover Road and Tangerine Road. 
- Rezoning and a development plan for a church on a 17 acre site on Tangerine, goes to Town Council on May 3rd for rezoning.
- Pre-application for a memory care facility at Oracle Vista Center.

Future Agenda for the DRB
- One item for May 10th, Gadabout Salon & Spa.
