CALL TO ORDER

Chair Eggerding called the November 10, 2016, Special Session of the Oro Valley Conceptual Design Review Board to order at 6:10 pm.

PLEDGE OF ALLEGIANCE

Chair Eggerding led the members of the Board and Audience in the Pledge of Allegiance.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting law, individuals Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

There were no speaker requests.

MOTION: A motion was made by Bruce Wyckoff, Vice Chair and seconded by Jacob Herrington, Member approve the August 9, 2016 regular session meeting minutes.

MOTION carried, 4-0.

DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR CONCEPTUAL ARCHITECTURE AND LANDSCAPE PLAN APPROVAL FOR AN 8,000 SQ. FT. COMMERCIAL BUILDING PROPOSED AT THE NORTHEAST CORNER OF LINDA VISTA BOULEVARD AND ORACLE ROAD (OV1601990)

Chad Daines, Principal Planner, provided a presentation that included the following:

Thomas Saylor Brown, SBBL Architecture and Planning, representing the applicant, was available for any questions from the Board.

MOTION: A motion was made by Bruce Wyckoff, Vice Chair and seconded by Jacob Herrington, Member recommend approval of the Conceptual Architecture and Landscape Plan subject to the condition in Attachment 1, finding that the request is in conformance with the Design Principles and applicable Design Standards.

MOTION carried, 4-0.

Paul Oland, The WLB Group, representing the property owner and applicant, Meritage Homes, provided a presentation that included the following:
- Entry/Plan View

Key topics raised by the Board:
- How will the cuts be made and to what degree
- Erosion control
- Stone use on wall
- Entrance location

Chairman Eggerding opened the Public Hearing.

Jorge Diaz, Oro Valley resident, questioned the following:
- Was this the same plan reviewed with neighbors one year ago?
- Location of the grading exception

Dale Fox, Oro Valley resident, asked whether the overall design had changed.

Jeff Grobstein, Oro Valley Resident and President of Meritage Homes, answered questions regarding plan conformance with what the neighbors saw one year ago.

Michael Spaeth, Senior Planner, clarified the area of grading exception.

Ron Callaghery, Oro Valley Resident, voiced concern of wildlife protection.

Chairman Eggerding closed the Public Hearing.

MOTION: A motion was made by Kit Donley, Member and seconded by Jacob Herrington, Member recommend approval of the grading exception for the Sanctuary at Silverhawke subdivision, subject to the conditions on Attachment 1.

MOTION carried, 4-0.

PLANNING UPDATE (INFORMATIONAL ONLY)

Michael Spaeth, Senior Planner, presented the Planning Update:
- December 13th Conceptual Design Review Board Meeting, two upcoming items.
- November 16th Town Council Meeting, four upcoming items.
- December 7th Town Council Meeting, two upcoming items.
- November 15th Community Academy Meeting, in conjunction with Special Session Planning and Zoning Meeting.
