CALL TO ORDER AT OR AFTER 6:00 PM

CALL TO THE AUDIENCE SPEAKERS:  Duncan Caldwell, Tucson Cyclist;  Courtney Taylor, Oro Valley Mountain Bike Team; Emily Taylor, Oro Valley Mountain Bike Team;  

The Tucson Cyclists requested adding a bike trail at Naranja Park and a skills area.  The Cyclists discussed the benefits for youths and the potential revenue it would bring to Oro Valley.

A. REVIEW AND/OR APPROVAL OF THE DECEMBER 20, 2016 REGULAR SESSION MINUTES       

MOTION: A motion was made by Member Guyer and seconded by Member Carle to approve minutes

MOTION carried, 7-0.

AGENDA

1. ELECTION OF CHAIR AND VICE CHAIR

MOTION: A motion was made by Member Carle and seconded by Member Danker to nominate Adam Wade for Chair

MOTION carried, 7-0.

MOTION: A motion was made by Chair Wade and seconded by Member Danker to nominate Allison Sutton-Ryan for Vice Chair

MOTION carried, 7-0.

2. PRESENTATION AND DISCUSSION ON A POTENTIAL CHANGE TO THE ZONING CODE FOR RECREATION AREAS WITHIN SUBDIVISIONS BY CHAD DAINES, PRINCIPLE PLANNER FOR COMMUNITY DEVELOPMENT AND PUBLIC WORKS

Chad Daines, Principle Planner discussed zoning codes that developers must meet.  He presented two plans, a distributed recreation area and a consolidated plan.  Each Board Member offered their opinion.

3. PRESENTATION AND DISCUSSION ON THE PARKS AND RECREATION ITEMS IN THE (YOUR VOICE OUR FUTURE) GENERAL PLAN

Ms. Diaz-Trahan discussed the Your Voice Our Future community, environment, and development general plan.  She identified parts of the document in which Parks and Recreation is involved.


4. DISCUSSION AND POSSIBLE ACTION ON THE FREQUENCY OF PRAB MEETINGS

Members discussed the frequency of meetings and contributed their ideas.  Members decided to keep the current schedule.

5. DIRECTOR’S REPORT (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)

Ms. Diaz-Trahan explained the closure of West Lambert Lane Park.  She conveyed the request for a proposal study regarding the use of the golf course and restaurant.  Ms. Diaz-Trahan informed the Board that at the last Council meeting families and kids are seeking more fields at Naranja Park.  The Council directed staff to research additional fields and infrastructure. She also described the creation of the Oro Valley Sports Alliance.

FUTURE AGENDA ITEMS (THE PARKS & RECREATION ADVISORY BOARD MAY BRING FORTH GENERAL TOPICS FOR FUTURE MEETING AGENDAS. DISCUSSION IS LIMITED TO INFORMATION/CLARIFICATION AND FUTURE SCHEDULING DATES)

NEXT MEETING IS SCHEDULED FOR TUESDAY, APRIL 18, 2017 AT 6:00 P.M. (DISCUSSION AND POSSIBLE ACTION)

-Discuss and review item 40 page 57 from the YVOF plan
- Request presentations by other power user groups or Oro Valley Sports Alliance
-Discuss mountain bike feasibility
-Discuss funding and or maintenance of facilities at different parks
-View the 2017 Council Strategic Plan

MOTION: A motion was made by Chair Wade to adjourn at 7:59 p.m.
