Chairman Zwiener called the meeting to order at 5:00 p.m.

Opened and closed without comment.
Commissioner Nagy noted changes to those present on both the July 13, 2009, and the August 3, 2009, HPC minutes.
MOTION: A motion was made by Commissioner McClung and seconded by Commissioner Nagy to approve as amended the July 13, 2009, HPC minutes.

Scott Nelson, OV Special Projects Coordinator gave an update of scheduled training for the HPC.
Chairman Zwiener will discuss the training in detail with staff and update the HPC at the next meeting.
Scott O’Mack, non resident, of William Self and Associates (WSA) introduced Mr. Ralph Comey, architect.
Mr. O’Mack reviewed the following:
- Methods for initial survey of residential architecture
- Subdivisions in the Oro Valley Planning Area
- Pre-1974 subdivisions by Decade, in the Planning Area
- Pre-1974 Subdivisions by Decade, in Town Limits
- Original plat of the Campo Bello subdivision
Ralph Comey, architect, added that the original layout of Campo Bello was supposed to be that of a formal setting.
Chairman Zwiener appointed Commissioner Spoerl, himself and Commissioner McClung to serve on the sub committee that will study criteria of significance.
Chairman Zwiener reviewed the protocol and noted changes that were made.
Commissioner Baughman expressed concern that the current protocol does not address the issue of metal detection.
Scott Nelson, OV Special Projects Coordinator, explained that other than tours no other activity will be allowed.
Commissioner Spoerl suggested further discussion for other access requests.
Commissioner Baughman requested this item be tabled to allow staff to change protocol to "tour" rather than "site".
Commissioner Nagy opined that the HPC should be made aware if others would like access.
Commissioner McClung suggested the opening paragraph read "self guided tour", the staff or designee would only unlock the gate.
Chair Zwiener said to continue to garner support allowing access is needed. Chair Zwiener will speak with staff and address the broader issues and asked the HPC to be prepared to act on the protocol at the next meeting.
Commissioner Spoerl reminded the Commission that access and tours have been approved by the Town Council.
Nothing to report.
Scott Nelson said the date of September 15, 2009, will be the next day for photograph salvage.
Mr. Nelson shared pictures of the Steam Pump Ranch from the 1970-80's that were provided by Leslie Leiber.
Commissioner McClung said there is no auto mechanic teacher at Canyon Del Oro High School and therefore the farm truck repair is on hold.
Scott Nelson said by August 20, 2009, the Town should have title to the truck.
Scott Nelson said the tree lighting will take place the evening of the December 4, 2009, followed by a day time event on December 5, 2009. The day event will be similar to the anniversary celebration. We are looking into a local company donating solar panels to provide the lighting of the tree.
Chairman Zwiener opined that as a member of the ESLO Technical Advisory Committee (TAC) it would be best if he take the actions that the HPC has taken and relieve the HPC of having to do any more with the ESLO issue.
Paul Popelka, Acting Planning and Zoning Director said the HPC will have a regular meeting on September 14, 2009, and possible special session later in the month.
Commissioner McClung requested that staff notify the commission in a timely manner to allow the members ample time to attend any special meetings.
Chairman Zwiener, noted the student liaison has been open for sometime and asked how the Commission would like to proceed. Chair Zwiener said he would put together a vision for the position for future consideration.
Commissioner Baughman asked Scott Nelson to check if the HPC could be included in the upcoming tour of Honey Bee Village. Mr. Nelson responded that access for the HPC can be made very easily.
