CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:01 p.m.
             
ROLL CALL

  Councilmember Solomon led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
COUNCIL REPORTS
  Mayor Winfield extended a Happy Thanksgiving to everyone and provided a few COVID-19 safety guidelines for the holiday season. 
             
TOWN MANAGER'S REPORT
  Town Manager Mary Jacobs reported the following information:
 
  • Town has reduced lane fees for all swim teams through the duration of the COVID-19 pandemic
  • Town staff will meet with Pima County representatives to determine if there would be a safe way to accommodate swim meets at the Aquatic Center during the COVID-19 pandemic
  • Update on the OVsafesteps program
  • Public feedback was welcomed on the Parks concept plans and could be provided via the new "Discuss" feature on the Town's website
  • The annual tree lighting will not be held this year as a result of the COVID-19 Pandemic. 
  • The Southern Arizona Arts and Cultural Alliance will hold a virtual tree lighting and arts festival from December 1st through December 5, 2020

  Mayor Winfield reviewed the order of business and stated that the order would stand as posted.

Mayor Winfield provided the guidelines for participation in the Town Council's Regular Session
Zoom meeting.

CALL TO AUDIENCE
  Oro Valley resident Michael Bilodeau voiced his concerns regarding the new Zoom meeting format.

Discussion ensued amongst Council and staff regarding Mr. Bilodeau's concerns.

Oro Valley resident Bill Sugars voiced his concerns regarding the new Zoom meeting format.

Oro Valley resident  Mr. McLaughlin voiced his concerns regarding the new Zoom meeting format.

Oro Valley resident Mr. Bean voiced his concerns regarding the new Zoom meeting format.

Oro Valley resident Judy Davis spoke regarding the importance of Council knowing how many people participated in the meetings.

Discussion ensued amongst Council and staff regarding the new Zoom meeting format concerns. 
             
PRESENTATIONS
             
   1. Presentation - Youth Art Program by the Arts and Culture Ambassadors
  Arts and Cultural Ambassador Shasha Case introduced the pieces of artwork via video which were created by students from Innovation Academy. 
             
   2. Presentation - Maria Vianey Valdez-Cardenas of the U.S. Census Bureau
  Ms. Maria Vianey Valdez-Cardenas of the U.S. Census Bureau presented an overview of the 2020 U.S. Census response statistics.  
  Discussion ensued amongst Council and staff. 
             
   3. Proclamation - Small Business Saturday
  Mayor Winfield proclaimed November 28, 2020 as Small Business Saturday in the Town of Oro Valley and urged the residents of our community, and communities across the country, to support small businesses and merchants on Small Business Saturday and throughout the year. 

Oro Valley resident and President of the Greater Oro Valley Chamber of Commerce Dave Perry accepted the proclamation.
             
   4. Presentation and possible discussion of the Town's Fiscal Year 2020/21 financial update through September 2020
  Town of Oro Valley Finance and Budget Administrator Wendy Gomez present the Fiscal Year 2020/21 Financial Update Through September 2020 and included the following:
 
  • General Fund Revenues
  • General Fund Expenditures
  • General Fund
  • Highway Fund
  • Community Center Fund

Discussion ensued amongst Council and staff regarding Presentation item #4. 
             
CONSENT AGENDA
             
   A. Minutes - November 4, 2020
  Councilmember Solomon inquired if the new Zoom meeting format could be switched back to the previous version to address constituent concerns. 

Discussion ensued amongst Council and staff regarding the Zoom meeting format. 

Town Manager Mary Jacobs stated she would provide the Council with a full report on the Zoom meeting format change. 
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Joyce Jones-Ivey to approve the November 4, 2020 minutes. 

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING AN APPLICATION FOR A SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR FIRETRUCK BREWING COMPANY, LOCATED AT 9630 N. ORACLE ROAD
  Town Clerk Mike Standish presented item #1.

Mayor Winfield opened the public hearing.

  Motion by Vice-Mayor Melanie Barrett, seconded by Councilmember Harry Greene to recommend approval of the issuance of a Series 12 Liquor License to the Arizona Department of Liquor Licenses and Control for Kevin Arnold Kramber for Firetruck Brewing Company, located at 9630 N. Oracle Road.  

Discussion ensued amongst Council and staff.

   2. DISCUSSION AND POSSIBLE ACTION REGARDING THE CLOSED VISTOSO GOLF PROPERTY
  Councilmember Solomon clarified the reason for requesting agenda item #2.
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene that the Council authorize the Town to participate in a working group to include a representative from each of the following; Rompsen, the Town of Oro Valley, Preserve Vistoso, and  Vistoso Community Association and to include the Town Managers Office, the Planning Department, Legal Department, Financial Department and the Parks and Recreation Department.

Winfield, seconded by Councilmember Joyce Jones-Ivey direct the Town Manager and the Town Attorney’s as follows: First, to initiate communications with Romspen and any other third parties in their discretion in an effort to negotiate the sale, subject to Mayor and Council approval, of acreage at the former Vistoso Golf Course zoned open space, golf, for fair market value on or before April 1, 2021.  Second, to keep the Council regularly informed on the status of these efforts.
 

  Discussion continued amongst Council and staff regarding item #2. 
             
  Motion by Mayor Joseph C.    3. DISCUSSION AND POSSIBLE DIRECTION TO STAFF REGARDING THE PARKS AND RECREATION MASTER PLAN UPDATE
  Vice Mayor Barrett clarified the reason for requesting agenda item #3.

Mayor Winfield recommended that staff focus on providing access and connectivity of the trail systems to various amenities and that management priorities and actions to improve and maintain the Town's natural surface and multi use paved trails be included in Phase two. The plan should also identify funding priorities for the trail systems similar as they are to the other Town parks.
             
   4. DISCUSSION AND POSSIBLE ACTION REGARDING THE PUSCH-9 GOLF COURSE
  Vice Mayor Barrett clarified the reason for requesting agenda item #4.

  Motion by Councilmember Steve Solomon, seconded by Mayor Joseph C. Winfield to request the Town Manager and the Town Attorney to initiate discussions with HSL and the HOA's that surround the Pusch Ridge Golf Course in an effort to negotiate an acceptable plan for the maintenance and use of that course subject to Council approval.

  Motion by Councilmember Steve Solomon, seconded by Mayor Joseph C. Winfield to request the Town Manager and the Town Attorney to initiate discussions with HSL and the HOA's that surround the Pusch Ridge Golf Course in an effort to negotiate an acceptable plan for the maintenance and use of that course subject to Council approval. 

  Vote: 6 - 1 Carried

   5. RESOLUTION NO. (R)20-54, DISCUSSION AND POSSIBLE ACTION REGARDING REPLACING RETIRING TOWN MAGISTRATE GEORGE DUNSCOMB
  Town Manager Mary Jacobs and Human Resource Director Judy Boros presented item #5 and provided the proposed recruitment process and timelines. 
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Joyce Jones-Ivey to approve Resolution No. (R)20-54, authorizing the recruitment of a new Town Magistrate to replace retiring Magistrate George Dunscomb, in accordance with the proposed schedule and process.

  Vote: 7 - 0 Carried
             
   6. RESOLUTION NO. (R)20-55 DISCUSSION AND POSSIBLE ACTION AUTHORIZING THE CHIEF FINANCIAL OFFICER TO REFINANCE WATER REVENUE BONDS
  Chief Financial Officer David Gephart provided a brief overview of item #6 and introduced Mark Reader, Managing Director of Stiffel Financial Corporation and Tim Stratton, Bond Counsel from Gust Rosenfeld PLC. 

Mr. Reader presented the following information regarding the possible refinancing of Water Revenue Bonds:
 
  • Water System Supported Debt Service (before refunding) 
  • Tax-Exempt and Taxable Interest Rate Movement
  • Municipal Market Update
  • Summary of Bond Refinancing Approach
  • Savings
  • Financing Calendar / Next Steps
  • Stifel Contact Information
  • Disclosure

Discussion ensued amongst Council, staff, Mr. Reader and Mr. Tim Stratton regarding item #6. 

Town Manager Mary Jacobs indicated that staff would work with advisors to perform a detailed analysis to better determine if there was a notable advantage to amortizing longer. If an advantage is found, staff would be supportive. 
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Resolution No. (R)20-55, authorizing the Chief Financial Officer to take any and all steps necessary to refund the 2007 and 2009 WIFA loans, as well as the 2012 Sr. Lien Water Revenue bonds

  Vote: 7 - 0 Carried
