MINUTES BUDGET AND FINANCE COMMISSION SPECIAL SESSION MARCH 9, 2021 ONLINE ZOOM MEETING

SPECIAL SESSION AT OR AFTER 3:00 PM

CALL TO ORDER - Chair Latchford called the meeting to order at 3:00 p.m.

ROLL CALL

Present:	John Latchford, Chairman
	Cathy Solverson, Vice Chair
	David Newell, Commissioner

	Michael Mason, Commissioner (arrived at 3:48 P.M.)
Staff Present:	David Gephart, Chief Financial Officer
	Mary Jacobs, Town Manager
	Tobin Sidles, Legal Services Director
Attendees:	Bill Siegenthaler, CBIZ Consultant
	Tom Mennie, CBIZ Consultant
	Hugh Blaxall, CBIZ Consultant

PLEDGE OF ALLEGIANCE - Chair Latchford led the group in the Pledge of Allegiance.

CALL TO AUDIENCE - No comments were received.

STAFF LIAISON REPORT

Chief Financial Officer David Gephart stated that staff is holding departmental meetings regarding budgets.

He also stated that on April 20th, 2021, staff will present the Town Manager's Recommended Budget to the Commission.

REGULAR SESSION AGENDA

REVIEW AND APPROVAL OF THE FEBRUARY 16, 2021 REGULAR SESSION MEETING MINUTES

Motion by Commissioner James Beasley, seconded by Vice Chair Cathy Solverson to approve the February 16th, 2021 minutes as written.

		Vote: 4 - 0 Carried

	2.	PRESENTATION AND POSSIBLE DISCUSSION ON PSPRS LIABILITY FUNDING OPTIONS AND RELATED POLICY Chief Financial Officer David Gephart introduced the Town PSPRS consultants from the firm CBIZ. Mr. Siegenthaler further introduced his consulting firm and presented on PSPRS liability funding options and related policy. Commissioner Mason arrived at 3:48 P.M. Discussion ensued amongst council, staff, and attendees.

COUNCIL LIAISON COMMENTS The council liaison was not present.

FUTURE AGENDA ITEMS - Monthly financial update - Deciding on a pension funding alternative.

ADJOURNMENT Motion by Commissioner David Newell, seconded by Commissioner Michael Mason to adjourn the meeting at 4:48 P.M.

Vote: 5 - 0 Carried
