CALL TO ORDER
  Mayor Winfield called the meeting to order at 5:00 p.m.
             
ROLL CALL

EXECUTIVE SESSION - Pursuant to A.R.S. §38-431.03(A)(1) and (A)(3) Personnel matter - Chief of Police annual performance review
  Mayor Winfield announced that the following staff members would be joining Council in Executive Session: Chief of Police Kara Riley, Town Attorney Jonathan Rothschild and Town Clerk Mike Standish.
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Steve Solomon to go into Executive Session at 5:02 p.m. pursuant to A.R.S. §38-431.03(A)(1) and (A)(3) Personnel matter - Chief of Police annual performance review

  Vote: 6 - 0 Carried
 
Other: Councilmember Josh Nicolson (ABSENT)
  Councilmember Nicolson joined the meeting.
             
RECONVENE REGULAR SESSION AT OR AFTER 6:00 PM
  Mayor Winfield reconvened the Regular Session at 6:00 p.m.

PLEDGE OF ALLEGIANCE
  Vice Mayor Barrett led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
COUNCIL REPORTS
  Vice Mayor Barrett reported that she and other Council members had toured the University of Arizona Vaccine Point of Distribution Center. She also expressed her appreciation for the volunteers at this site. 

Councilmember Nicolson joined the meeting.

Councilmember Bohen reported that he had attended and toured several Oro Valley businesses with Dave Perry of the Greater Oro Valley Chamber of Commerce. 

Mayor Winfield reported that the Celebrate Oro Valley event would be held virtually and would take place April 19 through April 23, 2021. Mayor Winfield also reported that he had attended the Tucson Medical Center Vaccination site and expressed his appreciation for the volunteers helping at the vaccination sites.  

Councilmember Greene provided a brief overview of a few Stormwater Utility Commission projects.
 
             
TOWN MANAGER'S REPORT
  Town Manager Mary Jacobs reported the following information:
 
  • Update on upcoming Oro Valley Podcast topics and Podcast statistics
  • Status update regarding the former Vistoso Golf Course
             
ORDER OF BUSINESS
  Mayor Winfield re-organized the agenda as follows: Regular Session item #2 will go before Regular Session item #1. 
  Mayor Winfield provided the guidelines for participation in the Town Council's Regular Session Zoom meeting

PRESENTATIONS
             
   1. Presentation to outgoing Magistrate, George Dunscomb
  Mayor Winfield read the proclamation and recognized George A. Dunscomb for his honorable service and contributions to the Town of Oro Valley and to its residents since 1999, and offered profound thanks and best wishes in his retirement on behalf of a grateful community. 

Judge Dunscomb accepted the proclamation. 

Council and staff provided recognition and comments to Judge Dunscomb.
             
   2. Presentation - Youth Art Program by the Arts and Culture Ambassadors
  Arts and Cultural Ambassador Sasha Case introduced the pieces of artwork via video which were created by students from Quest for Education and Arts.
             
   3. Presentation and update by Executive Director Kate Marquez of the Southern Arizona Arts and Cultural Alliance (SAACA)
  Kate Marquez, Executive Director of the Southern Arizona Arts & Cultural Alliance (SAACA), presented the following information regarding the 2021 partnership update:

   4. Proclamation - Week of the Young Child
  Mayor Winfield proclaimed April 10 - 16, 2021 as the Week of the Young Child in the Town of Oro Valley and encouraged all citizens to support and invest in early childhood education in our community. 

Kelly Ann Larkin, Executive Director of the Southern Arizona Association for the Education of Young Children, accepted the proclamation.

  Mayor Winfield recessed the meeting at 7:52 p.m

  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to approve the Consent Agenda.

   1. PRESENTATION, DISCUSSION AND POSSIBLE ACTION REGARDING PSPRS LIABILITY FUNDING OPTIONS
  Oro Valley Chief Financial Officer Dave Gephart provided a brief background and introduced Clark Partridge, a representative from the Public Safety Personnel Retirement System (PSPRS). 

Mr. Partridge provided the following information;

Discussion ensued amongst Council, staff and Mr. Partridge regarding PSPRS liability funding options.
  Mr. Gephart introduced Bill Siegenthaler, representative from CBIZ. 

Mr. Siegenthaler introduced Tom Mennie and Hugh Blaxall, also with CBIZ, and presented the following information regarding the Town of Oro Valley Pension Funding Alternatives:
 
  • Table of Contents

  • Risk Factors
  • Recommendation - Hybrid of Significant Contribution of $10 Million and Debt Issuance of $17 Million
  • Other Alternatives Analyzed

Discussion continued amongst Council, staff, Mr. Partridge and representatives from CBIZ.
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to authorize staff to incorporate into the FY21/22 Recommended Budget and bring forward any other required authorizations necessary to execute the recommended option of making a $10 million payment from General Fund reserves and issuing Pension Obligation Bonds at or around $17 million to be deposited into the Town's PSPRS and CORP pension plans, while continuing to pay the current employer rates to PSPRS and CORP for next fiscal year

Discussion ensued amongst Council and staff regarding item #1. 

             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene to amend the main motion to postpone this item for 60 days until a Regular Session or Study Session can be convened with public input.

Councilmember Solomon withdrew the amended motion, seconded by Councilmember Greene.

  Motion by Mayor Joseph C.    2. DISCUSSION AND POSSIBLE ACTION REGARDING THE FY21/22 - FY22/23 TOWN COUNCIL STRATEGIC LEADERSHIP PLAN
  Town Manager Mary Jacobs provided an overview of item #2. 

Discussion ensued amongst Council and staff regarding the FY21/22 - FY22/23 Town Council Strategic Leadership Plan. The recommended changes from Council would be incorporated and the final draft plan would be placed on a future agenda for possible adoption. 
             
FUTURE AGENDA ITEMS
  Councilmember Solomon requested a future agenda item to consider resuming in-person Council meetings open to the public and restoring the publics Zoom meeting access to view all participants. Seconded by Councilmember Jones-Ivey.

  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to adjourn the meeting at 11:34 p.m.
