CALL TO ORDER
  Mayor Winfield called the meeting to order at 5:00 p.m.

EXECUTIVE SESSION - Pursuant to A.R.S. §38-431.03(A)(3), (A)(4) and (A)(7) regarding potential contract negotiations pertaining to the Oro Valley Marketplace
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Steve Solomon to go into Executive Session at 5:03 p.m. Pursuant to A.R.S. §38-431.03(A)(3), (A)(4) and (A)(7) regarding potential contract negotiations pertaining to the Oro Valley Marketplace

 
Other: Councilmember Tim Bohen (ABSENT)
  Discussion ensued amongst Council and staff regarding the Executive Session item. 

Councilmember Bohen joined the meeting.
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Steve Solomon to go into Executive Session at 5:03 p.m. Pursuant to A.R.S. §38-431.03(A)(3), (A)(4) and (A)(7) regarding potential contract negotiations pertaining to the Oro Valley Marketplace

  Vote: 7 - 0 Carried
  Mayor Winfield announced that the following staff members would be joining Council in the Executive Session: Town Manager Mary Jacobs, Assistant Town Manager Chris Cornelison, Town Attorney Jonathan Rothschild, Legal Services Director Tobin Sidles and Town Clerk Mike Standish.

  Mayor Winfield reconvened the Regular Session at 6:09 PM

PLEDGE OF ALLEGIANCE
  Councilmember Jones-Ivey led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
COUNCIL REPORTS
  Councilmember Jones-Ivey recognized Zaylei Fairley, a student at Leman Academy
for her academic excellence and outstanding community service.
             
TOWN MANAGER'S REPORT
  No Town Manager reports were received. 
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated that the order would stand as posted.

Mayor Winfield provided the guidelines for participation in the Town Council's Regular Session Zoom meeting.

  There were no informational items. 
             
CALL TO AUDIENCE
  Councilmember Nicolson joined the meeting. 

Oro Valley resident Ray Barth spoke regarding the Vistoso Golf Course. 

Oro Valley resident Teresa Marro spoke regarding the Vistoso Golf Course. 

Oro Valley resident Gayle Mateer spoke regarding the Vistoso Golf Course. 

Vice Mayor Barrett joined the meeting.
             
PRESENTATIONS
             
   1. Presentation and possible discussion of the Town's FY 20/21 financial update through March 2021
  Finance and Budget Administrator Wendy Gomez presented the Town's Fiscal Year 20/21 financial update through March 2021 and included the following;
 
  • General Fund Revenues
  • General Fund Expenditures
  • General Fund
  • Highway Fund
  • Community Center Fund
  • Monthly Financial Update

Discussion ensued amongst Council and staff regarding the Fiscal Year 20/21 financial update through March 2021.
             
   2. Presentation - Youth Art Program by the Arts and Culture Ambassadors
  Arts and Cultural Ambassador Sasha Case introduced the pieces of artwork via video which were created by students from Innovation Academy
             
   3. Presentation of the 2021 Bill Adler Historical Expository Writing Contest Winners
  Mayor Winfield introduced the item and congratulated the winners. 

Historic Preservation Commission Chair Daniel Beil and Vice Chair Stephanie Krueger gave an overview of the Historic Preservation Commission's 2021 Historical Expository Writing Contest and recognized the following contest winners:

1st Place - Ellie Carter-Rogel
2nd Place - Violette Burge
3rd Place - Alasdair McElhinney
Honorable Mention - James Mitchell
             
CONSENT AGENDA
             
   A. Minutes - May 5 and May 6, 2021
             
   B. Resolution No. (R)21-19, approving the Agenda Committee assignment for the period of June 1, 2021, to August 31, 2021
             
   C. Approval to initiate amendments to Town Code Chapter 17, Floodplain and Erosion Hazard Management, to address Arizona Department of Water Resources Community Assistance Contact Audit comments
             
   D. Approval of any direction and delegation of authority to the Town Manager, Town Attorney and/or necessary staff as discussed in executive session
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to approve Consent Agenda items (A) - (D). 

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. DISCUSSION AND POSSIBLE ACTION TO ADOPT THE PARKS AND RECREATION MASTER PLAN
  Councilmember Solomon left the meeting.

Parks and Recreation Director Kristy Diaz-Trahan provided a brief overview of the Parks and Recreation Master Plan and introduced Mr. Mike Svetz with Pro's Consulting.

Mr. Svetz presented item #1 and included the following:
  • Demographics
  • Community Input Themes and Prioritized Needs
  • Capital Improvement Plan
  • Implementing the Plan
  • Questions  
The following individual spoke in support regarding item #1.

Oro Valley resident Ray Barnes

Discussion ensued amongst Council and staff regarding the proposed Parks and Recreation Master Plan. 
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson that the Council express a vote of appreciation for the work that has been done to identify important community priorities through this study, and that as capital funding is available for parks projects, including bond financing this year, Council will make final decisions regarding adopting plans that have funding available. Town staff can continue to utilize the study for recommendations to this and future Councils. 

Discussion continued amongst Council and staff regarding item #1. 

             
  Motion by Mayor Joseph C.
