Mayor Winfield called the meeting to order at 6:00 p.m.

Town Clerk Mike Standish announced the upcoming Town meetings.
COUNCIL REPORTS
Councilmember Greene congratulated the Junior Golfers of Oro Valley for having won the Western Region Tournament.
Councilmember Jones-Ivey reported that the Canyon Del Oro Project Graduation Committee was looking for a volunteer to lead their decoration committee. Interested citizens should contact Councilmember Jones-Ivey for more information.
TOWN MANAGER'S REPORT
Town Manager Mary Jacobs reported the following information:
Wished Council and the Oro Valley Community a Happy New Year
Provided information on the 24th Annual Community Academy held in March 2022

Mayor Winfield provided the guidelines for participation in the Town Council's Regular Session meeting.

(R)22-01, DECLARING THE PROPOSED ZONING AMENDMENTS TO THE ORO VALLEY ZONING CODE AND THE FOLLOWING PLANNED AREA DEVELOPMENTS: EL CONQUISTADOR COUNTRY CLUB, EL CORREDOR, LA RESERVE, MONTERRA HILLS, NAKOMA SKY, RANCHO VISTOSO, RIVER'S EDGE/MELCOR, ROONEY RANCH, AND STEAM PUMP VILLAGE, RELATED TO THE PARKING AND LOADING CODE IN ATTACHMENT 1 AND FILED WITH THE TOWN CLERK, A PUBLIC RECORD
B. PUBLIC HEARING: ORDINANCE NO. (O)22-01, AMENDING OFF-STREET PARKING (SECTION 27.7), OFF-STREET LOADING (SECTION 27.8), AND OTHER RELATED SECTIONS, AND THE REMOVAL OF PARKING STANDARDS FROM THE FOLLOWING PLANNED AREA DEVELOPMENTS: EL CONQUISTADOR COUNTRY CLUB, EL CORREDOR, LA RESERVE, MONTERRA HILLS, NAKOMA SKY, RANCHO VISTOSO, RIVER'S EDGE/MELCOR, ROONEY RANCH, AND STEAM PUMP VILLAGE

Councilmember Harry Greene to approve Resolution No. (R)22-01, declaring the proposed amendments to the Oro Valley Zoning Code and following Planned Area Developments: El Conquistador Country Club, El Corredor, La Reserve, Monterra Hills, Nakoma Sky, Rancho Vistoso, River's Edge/Melcor, Rooney Ranch, and Steam Pump Village related to the off-street parking and off-street loading code in Attachment 1 and as filed with the Town Clerk, a public record.

Discussion ensued amongst Council and staff regarding item #1B.
Motion by
Mayor Joseph C. Winfield,
seconded by
Councilmember Josh Nicolson to approve Ordinance No. (O)22-01, the code amendment to Off-Street Parking (Section 27.7), Off-Street Loading (27.8) and other related sections, and the removal of parking standards from the following Planned Area Developments: El Conquistador, El Corredor, La Reserve, Monterra Hills, Nakoma Sky, Rancho Vistoso, River's Edge/Melcor, Rooney Ranch, and Steam Pump Village, based on the finding it is in compliance with the General Plan and with the following condition:
Modify Section 27.7.0.iii to reflect refuse collection hours from 6:00 a.m. to 7:00 p.m.
Discussion continued amongst Council and staff regarding item #1B.
Vice Mayor Barrett requested an amendment to the main motion as follows: the Planning and Zoning Commission recommends a condition to allow administrative review and approval of Individual Performance plans (alternative Parking ratios) for increases up to 20%, rather than the proposed 10%.
Mayor Winfield accepted the amendment made by Vice Mayor Barrett, seconded by Councilmember Nicolson.
