CALL TO ORDER
  Chair Biel called the meeting to order at 5:07 p.m.

CALL TO AUDIENCE
  Chair Biel opened Call to Audience.
Ms. Devon Sloan, an Oro Valley resident, spoke regarding the Oro Valley Historical Society. 
Chair Biel closed Call to Audience.
             
COUNCIL LIAISON COMMENTS
  Councilmember Solomon had nothing to report.
             
PRESENTATIONS
             
   1. Presentation and discussion regarding general board and commission member duties and responsibilities, how they may relate to the Oro Valley Historical Society, and conflict of interest
  Mr. Sidles presented the attached PowerPoint and answered several questions from both the Commission and members of the public.
             
CONSENT AGENDA
             
   1. REVIEW AND APPROVAL OF THE DECEMBER 6, 2021 MEETING MINUTES
             
  Motion by Chair Dan Biel, seconded by Commissioner Puntadeleste Bozeman to approve the December 6, 2021 meeting minutes.

  Vote: 4 - 0 Carried
             
REGULAR SESSION AGENDA
             
   1. DISCUSSION AND POSSIBLE ACTION TO RECOMMEND CHANGES TO THE ORO VALLEY CULTURAL HERITAGE PRESERVATION PLAN ITEM #2 HISTORIC STEAM PUMP RANCH
  Suggested changes were discussed and the following approved in the first paragraph of the Cultural Heritage Preservation Plan, Page Three, Item 2, Historic Steam Pump Ranch.
  • Line #3 - Pima County voters approved will change to Pima County voters and past council approved
  • Line #12 Steam Pump Ranch Master Plan (2007) will have the addition of Steam Pump Ranch Master Plan update (2014), Master Planting Plan, (2016).
Also, Steam Pump Ranch Master Plan update (2014) and Master Planting Plan (2016) will be added as appendices.
             
  Motion by Chair Dan Biel, seconded by Commissioner Puntadeleste Bozeman to approved the suggested changes per the minutes.

  Vote: 4 - 0 Carried
             
   2. DISCUSSION REGARDING POSSIBLE USES OF THE PROCTOR-LIEBER HOUSE
  Mr. Jankowski spoke about the attached report and Ms. Dellerman-Silverthorn presented some slides from the original presentation also attached. Chair Biel opened the discussion. Each Commissioner participated by commenting and/or asking questions.  It was noted that current construction at the Ranch will add updated infrastructure to the Proctor-Lieber House area, and a considerable amount of funding would be needed to move forward.
 
             
   3. DISCUSSION AND POSSIBLE ACTION TO SELECT A HISTORIC PRESERVATION COMMISSION MEMBER TO DRAFT THE HISTORIC PRESERVATION ANNUAL REPORT AS REQUIRED BY OVTC § 6-10-5(F)(16)
  Commissioner Lee volunteered to prepare the document.
             
  Motion by Commissioner Auvie Lee, seconded by Commissioner Nicole Casaus to draft the Historic Preservation Annual Report as required by OVTC § 6-10-5(F)(16).

  Vote: 4 - 0 Carried
             
   DEPARTMENT UPDATE
  Ms. Dellerman-Silverthorn reported:
  • the Garage has been delayed;
  • the water department is putting in loop infrastructure;
  • Second Saturday is this weekend;
  • There have been a lot more requests for events at the Ranch;
  • Celebrate Oro Valley will be at the Ranch on April 9, 9am to 2pm;
  • Oral histories are moving forward;
  • The local registry plaque has been posted in front of the Block home.
             
FUTURE AGENDA ITEMS
  Chair Biel asked for a planting plan review and a master plan update review.
Chair Biel asked about the possibility of looking at water harvesting in the planting plan.
Commissioner Casaus asked to discuss the possibility of incorporating Buffalo Soldier history into the ranch.

  Motion by Chair Dan Biel, seconded by Commissioner Puntadeleste Bozeman to adjourn at 6:34 p.m.

  Vote: 4 - 0 Carried
