CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE
  Mayor Winfield led the audience in the Pledge of Allegiance. 
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings. 
             
COUNCIL REPORTS
  Councilmember Jones-Ivey recognized Austin Christian, Allie Gottfredson, Eden Hopkins, Daniel Prescot and Julian Sanchez, students at Wilson K-8 School and members of the Wilson Chapter of the National Junior Honor Society, for their academic excellence and commitment to the community.

Councilmember Solomon congratulated Tyler Nicholson and Weston Barkley of the Oro Valley Police Department for their recent promotions.

Mayor Winfield reported that Town Manager Mary Jacobs was out on bereavement for the passing of her father.

Mayor Winfield expressed his appreciation to Town staff for the successful Easter Eggstravaganza event held on Saturday, April 16, 2022. Mayor Winfield also reported that Town Employees would participate in an Earth Day beautification event held on Friday, April 22, 2022.

Councilmember Jones-Ivey reported that Project Graduation was still in need of donations and volunteers to help with the event. 
             
TOWN MANAGER'S REPORT
  Assistant Town Manager Chris Cornelison reported that the Town Manager's Recommended Budget for Fiscal Years 22/23 had been posted on the Town's website for viewing. Mr. Cornelison also recognized and thanked staff for their work preparing the Town Manager's Recommended Budget. 
             
ORDER OF BUSINESS
  Mayor Winfield reorganized the agenda by moving Presentation Item #1 to immediately follow the Order of Business. The remaining agenda items would remain as posted.

1.                       Youth Art Presentation by Melissa Samsel from Innovation Academy
  Ms. Melissa Samsel from Innovation Academy, provided an overview and presented a Youth Art video from students at the Innovation Academy.
             
INFORMATIONAL ITEMS
             
   1. FY 21/22 Financial Update Through February 2022
  Discussion ensued amongst Council and staff regarding the FY 21/22 Financial Update through February 2022.
             
CALL TO AUDIENCE
  Oro Valley resident John Isenbarger voiced his concerns regarding the ADA access to the Oro Valley Community and Recreation Center. 

Oro Valley resident Mike Zinkin voiced his concerns regarding Town policies.

Oro Valley resident Vicky Tarris, spoke on behalf of Michelle Ivey, and voiced Ms. Ivey's concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Darlene Bakken voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Ann Young voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Tim Tarris voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Doug Dalby voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Anthony Ferrara voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Elizabeth Robb voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.
             
PRESENTATIONS
             
   2. Presentation and update regarding the Public Safety Personnel Retirement System (PSPRS) pension funding
  Chief Financial Officer David Gephart gave a brief overview of item #2 and introduced Clark Partridge, Representative for PSPRS. Mr. Partridge presented item #2 and included the following:

  • Liability Support
  • Oro Valley Police - Paid $27,612,366 on 7/6/21
  • Pension Funding Equation
  • Liability Methods

Discussion ensued amongst Council, staff and Mr. Partridge regarding the Public Safety Personnel Retirements System pension funding.
             
CONSENT AGENDA
             
   A. Minutes - April 6, 2022
             
   B. Approval of appointment to the Budget and Finance Commission
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson to approve the Consent agenda items (A) and (B).

  Vote: 6 - 0 Carried
 
Other: Councilmember Harry Greene (ABSENT)
             
REGULAR AGENDA
  There were no Regular Agenda Items. 
             
FUTURE AGENDA ITEMS
  Councilmember Bohen requested a future agenda item for Council to receive a staff report and have a possible discussion on the options available to alleviate reported traffic congestion and pedestrian safety issues at the Lehman Academy. Seconded by Councilmember Solomon.

Councilmember Bohen requested a future agenda item for Council to receive a presentation from staff on what actions would need to be taken, and the projected costs of these actions required to bring reclaimed water to each Town facility that currently uses potable water for irrigation. These facilities include the Pusch Ridge Golf Course and any other Town facilities which currently irrigate with potable water. Seconded by Councilmember Nicolson.
             
ADJOURNMENT
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson to adjourn the meeting at 8:02 p.m.

  Vote: 6 - 0 Carried
