CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:01 p.m.

PLEDGE OF ALLEGIANCE
  Mayor Winfield led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
COUNCIL REPORTS
  Councilmember Jones-Ivey reported that the Canyon Del Oro Project Graduation was still in need of volunteers to help with their graduation night event. 

Councilmember Greene reported that all five performances of Barefoot in the Park, presented by the Oro Valley Theater Company, had sold out. 

Mayor Winfield expressed his appreciation to Oro Valley Town staff and Councilmembers for their participation of the Earth Day clean up event held on April 22, 2022. 

Mayor Winfield recognized Executive Assistant Andrea Sirois, in honor of Administrative Assistance Day, for all that she has done to assist the Council and Town Managers Office.
             
TOWN MANAGER'S REPORT
  Town Manager Mary Jacobs reported the following:
 
  • Provided an overview of ChooseOroValley.com
  • Provided information on tennis and pickle ball court closures and availability, as a result of construction updates to those Town facilities
  • Reported that May 8, 2022, was the last day to vote for the naming of the former Vistoso Golf Course
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated that the order would stand as posted.
             
INFORMATIONAL ITEMS
  There were no informational items. 
             
CALL TO AUDIENCE
  Oro Valley resident and President of Pusch Ridge Golf, Tony D'Angelo, spoke regarding the need for continuous improvements to the Pusch Ridge Golf Course.

Oro Valley resident Paul Loomis spoke regarding the FY 22/23 Town Manager's Recommended budget. 

Oro Valley resident Tim Tarris voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Tim Fagan voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Stephanie O'Neil voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Niranjan Vescio voiced his concerns regarding the lack of material investments in Pusch Ridge Golf Course.
             
PRESENTATIONS
             
   1. Presentation of graduating Youth Advisory Council (YAC) Members
  Constituent Services Coordinator Jessica Hynd provided an overview of the Youth Advisory Council (YAC) and recognized the following graduating members.

   2. Proclamation - 53rd Annual Professional Municipal Clerks Week
  Mayor Winfield proclaimed May 1 - May 7, 2022 as Municipal Clerks' week in Oro Valley. 

Town Clerk Mike Standish accepted the proclamation.
             
CONSENT AGENDA
  Councilmember Bohen requested that Consent item (C) be removed from the Consent Agenda for discussion. 
             
   A. Minutes - April 20, 2022
             
   B. Resolution No. (R)22-17, authorizing the Chief of Police to sign and enter into the Arizona Coronavirus Emergency Supplemental Funding Program Grant Agreement between the Arizona Criminal Justice Commission (ACJC) and the Town of Oro Valley
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Steve Solomon to approve Consent Agenda items (A) and (B).

  Vote: 7 - 0 Carried
             
   C. Approval of appointment to the Planning and Zoning Commission
  Councilmember Bohen requested clarification regarding item C. 

Clarification was provided by staff. 

Discussion ensued amongst Council and staff regarding item C. 
             
  Motion by Vice-Mayor Melanie Barrett,  that Bob Swope be approved to the Planning and Zoning Commission. No second received. Motion Failed. 

             
  Motion by Councilmember Tim Bohen, seconded by Councilmember Harry Greene to continue the nomination process for the Planning and Zoning Commission, with the intent of involving new people as it was expressed at the December 5, 2018 Council meeting. 

Discussion continued amongst Council and staff regarding item C.

REGULAR AGENDA
             
   1. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING AN APPLICATION FOR A SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR FIRST WATCH RESTAURANT #220, LOCATED AT 10565 N. ORACLE ROAD, #103
  Town Clerk Mike Standish provided the information for item #1.

Mayor Winfield opened the public hearing.

  Motion by Councilmember Harry Greene, seconded by Councilmember Tim Bohen to recommend approval of the issuance of a Series 12 Liquor License to the Arizona Department of Liquor Licenses and Control for Joanne Karen Feinstein for First Watch Restaurant #220, located at 10565 N. Oracle Road #103.

  Vote: 7 - 0 Carried
             
   2. DISCUSSION AND POSSIBLE ACTION REGARDING A PROPOSED ZONING CODE AMENDMENT TO THE SIGN STANDARDS FOR BANNER AND WINDOW SIGNS (SECTION 28) AND OTHER RELATED SECTIONS INCLUDING DEFINITIONS (CHAPTER 31)
 
A. RESOLUTION NO. (R)22-18, DECLARING THE PROPOSED ZONING AMENDMENTS TO THE ORO VALLEY ZONING CODE RELATED TO THE BANNER AND WINDOW SIGN STANDARDS IN ATTACHMENT 1 AND FILED WITH THE TOWN CLERK, A PUBLIC RECORD
 
B. PUBLIC HEARING: ORDINANCE NO. (O)22-06, AMENDING BANNER SIGNS SECTION 28.6.B.1, WINDOW SIGNS SECTION 28.5.14, DEFINITIONS SECTION 28.4. AND CHAPTER 31, AND OTHER RELATED SECTIONS
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to approve Resolution No. (R)22-18, declaring the proposed amendments to the Oro Valley zoning code related to the banner and window sign standards in Attachment 1 and filed with the Town Clerk, a public record.

  Vote: 7 - 0 Carried
  Senior Planning Technician Patty Hayes presented item #2B and included the following:

Discussion ensued amongst Council and staff regarding item #2B.
             
  Motion by Vice-Mayor Melanie Barrett, seconded by Mayor Joseph C. Winfield to continue this item to the May 18, 2022 Regular Session Meeting, and ask that staff work with the Police Department to develop language regarding line of sight and visibility to present to Council, and that banners have the same level of professionalism as A-frame signs. 

  Vote: 7 - 0 Carried
             
   3. DISCUSSION AND POSSIBLE ACTION ON IRONWOOD RIDGE HIGH SCHOOL STUDENT PEDESTRIAN SAFETY
  Councilmember Solomon and Councilmember Greene requested this agenda item.

Councilmember Solomon clarified his request for this agenda item.

Discussion ensued amongst Council and staff regarding item #3.
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene to approve a HAWK crosswalk signal and crosswalk on Naranja Drive by Ironwood Ridge High School.

  Oro Valley resident Jeff Taylor spoke in support of item #3.

  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene to approve a HAWK crosswalk signal and crosswalk on Naranja Drive by Ironwood Ridge High School.

  Vote: 7 - 0 Carried
  Mayor Winfield recessed the meeting at 8:15 p.m.

Mayor Winfield reconvened the meeting at 8:26 p.m.
             
   4. UPDATE, DISCUSSION AND POSSIBLE ACTION ON CURRENT AND FUTURE ADA IMPROVEMENTS AT THE COMMUNITY CENTER
  Councilmember Solomon and Councilmember Greene requested this agenda item.

Councilmember Solomon clarified the reason for this request. 

Discussion ensued amongst Council and staff regarding item #4.
             
FUTURE AGENDA ITEMS
  Vice Mayor Barrett requested the following future agenda from April 6, 2022, be placed on the May 18, 2022 Council agenda: update on the video recording of board/commission meetings and options for potential digital involvement in neighborhood meetings, Seconded by Councilmember Greene.
