CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:01 p.m.

  Mayor Winfield led the audience in the Pledge of Allegiance.
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
  Councilmember Greene provided an update on several projects that the Stormwater Utility Department had worked on to prepare town washes for the upcoming monsoon season. 
             
TOWN MANAGER'S REPORT ON CURRENT EVENTS
  Town Manager Mary Jacobs provided an update on the Town's 4th of July celebration event.
             
ORDER OF BUSINESS
  Mayor Winfield reorganized the agenda by moving Presentation item #3 to the first item, with Presentation item #1 to follow. The remaining agenda items would remain as posted.

  There were no informational items. 
             
CALL TO AUDIENCE
  Oro Valley resident Ann Young voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Vicky Tarris, voiced her neighbors' concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Tim Tarris voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Debbie Patrick voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Craig Patrick voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 
             
PRESENTATIONS
             
   1. *2022 Summer Transportation Art by Youth Presentation
  Public Works Director and Town Engineer Paul Keesler introduced SAACA Executive Director Kate Marquez. Ms. Marquez provided a brief overview of the Summer Transportation Art by Youth project and introduced Angie Hitt, the Mosaic and Primary Teaching Artist. Ms. Hitt introduced the student participants for the 2022 Summer Transportation Art by Youth project and included the following:

  • Project Introduction
  • Project Moving Forward
  • 2022 Project Site Design - Main Wall
  • 2022 Project Site Design - Secondary Wall
  • 2022 Project Interactive Qualities

Discussion ensued amongst Council, staff and the 2022 Summer Transportation Art by Youth members.
             
   2. Presentation and possible discussion of the Town's FY 21/22 Financial Update through April 2022
  Chief Financial Officer Dave Gephart presented item #2 and included the following:

Discussion ensued amongst Council and staff regarding the Town's Five-Year Financial Forecast through FY 2027/28.
  Mayor Winfield recessed the meeting at 7:52 p.m.

CALL TO ORDER
  Mayor Winfield called the Special Session to order at 8:04 p.m.
             
SPECIAL SESSION AGENDA
             
   1. PUBLIC HEARING: RESOLUTION NO. (R)22-28, APPROVING THE ADOPTION OF THE FINAL BUDGET OF THE TOWN OF ORO VALLEY FOR FISCAL YEAR 2022/23, INCLUDING APPROVAL OF THE 10-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) FROM FY 2022/23 THROUGH FY 2031/32
  Chief Financial Officer Dave Gephart presented Special Session item #1 and included the following:
 
  • FY 2022/23 Final Budget
  • Final Notes and Next Steps

Mayor Winfield opened the public hearing.

Discussion ensued amongst Council and staff regarding Special Session item #1.
             
  Motion by Councilmember Harry Greene, seconded by Councilmember Josh Nicolson to approve Resolution No. (R)22-28, adopting the Final Budget of the Town of Oro Valley for fiscal year 2022/23 and further MOVE to approve the Town of Oro Valley 10-year Capital Improvement Program for FY 2022/23 through FY 2031/32.

Discussion continued amongst Council and staff regarding item #1.

CONSENT AGENDA
             
   A. Minutes - June 1, 2022
             
   B. Request for approval of conceptual architecture for a new urgent care and medical office building located in the San Dorado shopping center located east of Oracle Road and south of 1st Avenue
             
   C. Resolution No. (R)22-29, approving revision 1 of the Town of Oro Valley Public Transportation Agency Safety Plan (PTASP) as required by the Federal Transit Administration (FTA) 49 CFR part 673
             
   D. Resolution No. (R)22-30, amending the FY 2021/22 - FY 2022/23 Strategic Leadership Plan with the goal of addressing the use of the Town's unused reclaimed water entitlement
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson to approve Consent agenda items (A) - (D).

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. DISCUSSION AND POSSIBLE ACTION REGARDING THE REPAYMENT OF THE 2015 COMMUNITY CENTER LOAN FROM THE GENERAL FUND
  Councilmember Solomon and Councilmember Bohen requested this agenda item. 

Councilmember Solomon clarified his request for this item. 

Town Manager Mary Jacobs provided an overview regarding the repayment of the 2015 Community Center Loan from the General Fund. 

Discussion ensued amongst Council and staff regarding item #1. 
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene that Council declares the $1,200,000 transfer made in 2015 from the General Fund to the Community Center and Golf Fund, as satisfied and paid in full.

FUTURE AGENDA ITEMS
  Councilmember Bohen requested a future agenda item to combine the seven one on one general briefings given to the individual Council members between Council meetings, to a single briefing given to Council at the Council meeting, with the interest of saving time for the Town Manager and for the Councilmembers. No second received. 

Councilmember Bohen requested a future agenda item to have an audit from Indigo Golf to explain the 6,212 rounds of golf that were played in May of 2022. No second received.

  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Joyce Jones-Ivey to adjourn the meeting at 8:33 p.m.
