CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:01 p.m.

PLEDGE OF ALLEGIANCE
  Mayor Winfield led the audience in the Pledge of Allegiance. 
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings. 
             
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
  Councilmember Jones-Ivey reported on upcoming Canyon Del Oro Project Graduation fundraising events. 

Councilmember Greene reported that he had attended the Pima County Basic Law Enforcement Training Academy Graduation and he congratulated the three newest Oro Valley Police Officers on their recent graduation. 

Councilmember Solomon thanked Oro Valley resident Lisa Bayless for her sponsorship of the Town's 4th of July event. 

Councilmember Nicolson joined the meeting via Zoom at 6:05 p.m.
             
TOWN MANAGER'S REPORT ON CURRENT EVENTS
  Town Manager Mary Jacobs reported that the Oro Valley Parks and Recreation Department, in partnership with several other local entities, would host an event, A Community Conversation on Mental Health, on Tuesday, August 9, 2022. 
             
INFORMATIONAL ITEMS
  There were no informational items. 
             
CALL TO AUDIENCE
  Oro Valley resident Tim Tarris voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.
             
ORDER OF BUSINESS
  Mayor Winfield reviewed the order of business and stated that the order would stand as posted. 
             
PRESENTATIONS
             
   1. Proclamation - Park and Recreation Month
  Mayor Winfield proclaimed July 2022 as Park and Recreation Month in Oro Valley. 

Oro Valley Parks and Recreation Deputy Director Matt Jankowski accepted the proclamation.
             
CONSENT AGENDA
             
   A. Minutes - June 15, 2022
             
   B. Resolution No. (R)22-31, re-authorizing and approving an amendment to the Cooperative Intergovernmental Agreement between the Town of Oro Valley and Pima County for the Community Development Block Grant Program and Home Investment Partnerships Program
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Josh Nicolson to approve Consent Agenda items (A) and (B).

  Vote: 7 - 0 Carried
             
REGULAR AGENDA
             
   1. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION TO ADOPT ORDINANCE NO. (O)22-07, IN COMPLIANCE WITH ARS § 9-407, AUTHORIZING AND APPROVING THE TOWN OF ORO VALLEY TO EXCHANGE A TOWN OWNED LAND PARCEL LOCATED AT OR ABOUT 2291 E. RANCHO VISTOSO BOULEVARD, ORO VALLEY, AZ, FOR A D.C. LA CANADA LLC OWNED LAND PARCEL LOCATED AT OR ABOUT 10,555 N. LA CANADA DRIVE, ORO VALLEY, AZ, TO FACILITATE THE TOWN RECREATION CENTER PARKING LOT RENOVATIONS AND AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE THE TRANSACTION
  Mayor Winfield recessed the meeting at 6:15 p.m.

Mayor Winfield reconvened the meeting at 6:29 p.m.

Assistant Town Manager Chris Cornelison presented item #1 and included the following:

Mayor Winfield opened the public hearing.

No comments were received. 

Mayor Winfield closed the public hearing. 

Discussion ensued amongst Council and staff regarding item #1. 
             
  Motion by Councilmember Harry Greene, seconded by Vice-Mayor Melanie Barrett to approve Ordinance No. (O)22-07, in accordance with ARS § 9-407, authorizing and approving the Town of Oro Valley to exchange a Town-owned land parcel located at or about 2291 E. Rancho Vistoso Boulevard, Oro Valley, AZ, for a D.C. La Canada LLC-owned land parcel located at or about 10,555 N. La Canada Drive, Oro Valley, AZ, to facilitate the Town Recreation Center parking lot renovations and authorizing the Town Manager to negotiate and execute all documents necessary to complete the transaction.

Discussion ensued amongst Council and staff regarding item #1.

   2. UPDATE ON OPTIONS FOR POTENTIAL DIGITAL INVOLVEMENT IN NEIGHBORHOOD MEETINGS
  Vice Mayor Barrett and Mayor Winfield requested this agenda item.

Community and Economic Development Director Paul Melcher provided an overview of the updated policy regarding the potential digital involvement in Neighborhood Meetings. 

Vice Mayor Barrett clarified her request for this item.

Discussion ensued amongst Council and staff regarding item #2. 

Town Manager Mary Jacobs indicated that staff would address the Council's concerns and bring the item back to the Council at an unspecified future meeting.
             
   3. RESOLUTION NO. (R)22-32, ADOPTING THE 2022-2023 GENERAL PAY PLAN FOR THE TOWN OF ORO VALLEY
  Human Resources Director Andy Votava and President & Founder of HR Know Igor Shegolev, presented item #3 and included the following.

Discussion ensued amongst Council and staff regarding item #3. 
             
  Motion by Vice-Mayor Melanie Barrett, seconded by Councilmember Steve Solomon to continue this item to the next available Council meeting, that the report is complete, and that the Council receive the data that is publicly available. 

  Vote: 7 - 0 Carried
             
FUTURE AGENDA ITEMS
  Coucilmember Greene requested a future agenda item to discuss the options for making the light polls at Naranja Park safer, seconded by Councilmember Bohen.
             
ADJOURNMENT
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to adjourn the meeting at 8:34 p.m.
