CALL TO ORDER
Mayor Winfield called the meeting to order at 6:01 p.m.

Town Clerk Mike Standish announced the upcoming Town meetings.
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
Councilmember Greene reported on the tennis and pickle ball court construction progress he had witnessed at the Community and Recreation Center.
TOWN MANAGER'S REPORT ON CURRENT EVENTS
Town Manager Mary Jacobs provided an update regarding the status of the future HAWK signal to be installed on Naranja Drive.

CALL TO AUDIENCE
Oro Valley resident Debra Wilson voiced her concerns regarding short-term rentals in Oro Valley.
Councilmember Solmon requested a future agenda item to discuss short-term rentals. Seconded by Mayor Winfield.
PRESENTATIONS
1.
Proclamation - Drowning Impact Awareness Month
Mayor Winfield proclaimed August 2022 as Drowning Impact Awareness Month in Oro Valley.
Pima County Parks and Recreation Program Coordinator Jodi Layton accepted the proclamation.
2.
Presentation and possible discussion of the Town's FY 21/22 Financial Update through May 2022
Finance and Budget Administrator Wendy Gomez presented item #2 and included the following:

Resolution No. (R)22-35, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and Pima County Regional Flood Control District to establish the Town and District’s responsibility for operation and maintenance of the watercourses and river park elements in the Town, to ensure adequate and accurate property ownership is reflected in the record, and to provide clear processes for Town and District to facilitate the completion of needed maintenance by either the District or the Town; and directing the Town Manager, Town Clerk, Town Legal Services Director, or their duly authorized officers and agents to take all steps necessary to carry out the purposes and intent of this resolution

Resolution No. (R)22-36, approving amendment #1 to the Intergovernmental Agreement (IGA) between the Town of Oro Valley and Pima County to provide funding for the Pima Early Education Program and directing the Town Manager, Town Clerk, Town Legal Services Director, or their duly authorized officers and agents to take all steps necessary to carry out the purpose and intent of this resolution

REGULAR AGENDA

RESOLUTION NO. (R)22-32, ADOPTING THE 2022-2023 GENERAL PAY PLAN FOR THE TOWN OF ORO VALLEY
Human Resources Director Andy Votova provided a brief background regarding the proposed 2022-2023 General Pay Plan for the Town of Oro Valley, and introduced President & Founder of HR Know Igor Shegolev.
The following individual spoke in opposition to item #1.

Discussion ensued amongst Council, staff, and Mr. Shegolev regarding item #1.
Motion by
Councilmember Tim Bohen,
seconded by
Vice-Mayor Melanie Barrett to continue the item until such answers can be provided to the Council before the item is voted on.
Discussion continued amongst Council, staff, and Mr. Shegolev regarding item #1.
Vice Mayor Barrett requested to amend the main motion to continue the item until such answers can be provided to the Council before the item is voted on, and to include that the Council receives more data from similar sized jurisdictions. Seconded by Councilmember Bohen.

Councilmember Greene requested a future agenda item be added for discussion regarding the process by which public art is selected and executed in Oro Valley. Seconded by Councilmember Solomon
Councilmember Bohen requested a future agenda item for a staff report on the progress of the HAWK signal on Naranja just west of La Cholla. Seconded by Councilmember Nicolson.
