SPECIAL SESSION AT OR AFTER 6:00 PM
             
CALL TO ORDER

Vice Chair Herrington called the meeting to order at 6:00 p.m.

  Commissioner Bergsma attended the meeting via Zoom.

Vice Chair Herrington led the Commission and audience in the Pledge of Allegiance.

COUNCIL LIAISON COMMENTS

The Council Liaison was not present.
             
SPECIAL SESSION AGENDA
             
   1. REVIEW AND APPROVAL OF THE JUNE 7, 2022 REGULAR SESSION MEETING MINUTES
             
  Motion by Commissioner Joseph Nichols, seconded by Commissioner Daniel Sturmon to approve the June 7, 2022 meeting minutes.

             
         

  Vote: 6 - 0 Carried
             
   2. DISCUSSION AND POSSIBLE ACTION REGARDING A CONCEPTUAL SITE AND LANDSCAPE PLAN FOR A PROPOSED 64-LOT SUBDIVISION KNOWN AS NARANJA TRAILS, LOCATED SOUTH OF THE NARANJA DRIVE AND HIGHLANDS WASH INTERSECTION, APPROXIMATELY 1/4-MILE WEST OF N. FIRST AVENUE
             
  Motion by Commissioner Joseph Nichols, seconded by Commissioner Daniel Sturmon to move into Executive Session.

             
         

  Vote: 6 - 0 Carried
  Pursuant to Arizona Revised Statutes §38-431.03 (A)(3) to obtain legal advice on matters listed on the Agenda, the Commission went into Executive Session at 6:03 p.m. Chief Civil Deputy Attorney Joe Andrews announced that he and the following staff would be joining the Commission in Executive Session: Planning Manager Bayer Vella and Recording Secretary Jeanna Ancona.

The Commission resumed the Special Session at 6:29 p.m.

A roll call was taken:

Vice Chair Herrington - present
  Planning Manager Bayer Vella began a presentation that included the following:
- Purpose
- Location
- History and Rivers Edge Planned Area Development
- Existing versus proposed subdivision layout

Permitting Manager David Laws continued the presentation that included the following:
- Drainage
- Drainage and grading
- Traffic

Mr. Vella concluded the presentation, including the following:
- Trails
- Public outreach
- Summary and recommendation

Applicant Paul Oland with Paradigm Land Design, provided a presentation highlighting the following:
- Sewer lines
- Access points
- Committed to limit the building heights to 24 feet; impacts to views toward the wash will be minimized
- Graphics showing height elevations and distances
- Over 70% of the site will be open space, with almost 30 acres of land dedicated to the Town, including a public trail

Discussion ensued among the Commission and applicant.

Vice Chair Herrington opened the floor for public comment.

The following individuals spoke on Agenda Item 2:
- Oro Valley resident Ruth Thompson
- Oro Valley resident Wally Van Winkle
- Oro Valley residents Stan and Robin Tenpenny
- Oro Valley resident Linda Roddington
- Oro Valley resident Mary Bambaugh

Vice Chair Herrington closed the public comment portion.

Staff and the applicant addressed the concerns and questions raised by the speakers.
             
  Motion by Commissioner Joseph Nichols, seconded by Commissioner Skeet Posey to recommend approval of the proposed Conceptual Site and Landscape Plan, based on a finding it is in conformance with the Design Principles and Design Standards of the Zoning Code, including the two conditions read by staff: (1) as offered by the applicant, all homes will be limited to single-story (24 feet); and, (2) prior to Town Council review, a public access trail, signage and assignment of maintenance responsibilities must be indicated on the Conceptual Site Plan, with specific details on the landscape plan.
 

             
   3. DISCUSSION AND POSSIBLE ACTION REGARDING A NEW SIGN CRITERIA FOR THE PROPERTY LOCATED ON THE NORTHWEST CORNER OF ORACLE ROAD AND LINDA VISTA BLVD
  Senior Planning Technician Patty Hayes provided a presentation that included the following:
- Purpose
- Location
- Monument Sign
- Locations of signs
- Wall signs
- General Plan
- Summary and recommendation

Discussion ensued among the Commission and staff. 
             
  Motion by Commissioner Skeet Posey, seconded by Commissioner Daniel Sturmon to approve the sign criteria for the subject property based on the finding it is in conformance with the applicable Design Principles and Standards of the zoning code.

             
         

  Vote: 6 - 0 Carried
             
   4. DISCUSSION ONLY REGARDING THE PROPOSED SCOPE FOR A HOUSING STUDY
  Principal Planner Milini Simms provided a presentation that included the following:
- Purpose and timing
- Process for developing the scope
- Key takeaways
- Overview of proposed housing study scope
- Part 1: existing guidance and inventory
- Part 2: factors in housing demand
- Part 3: housing needs and supportable retail demand
- Part 4: action plan
- Summary and next steps

Discussion ensued among the Commission and staff.
             
PLANNING UPDATE (INFORMATIONAL ONLY)

Planning Manager Bayer Vella provided updates on upcoming neighborhood meetings and items on the agenda for next Planning and Zoning Commission meeting scheduled for September 6, 2022.
             
ADJOURNMENT
             
  Motion by Commissioner Daniel Sturmon, seconded by Commissioner Joseph Nichols to adjourn the meeting.

  Vice Chair Herrington adjourned the meeting at 7:51 p.m.
