CALL TO ORDER
  Chair Clark called the meeting to order at 6:00 p.m.

CALL TO AUDIENCE
  Paul Loomis, an Oro Valley Resident, asked why this meeting is a special session and why our meeting schedule is not on the website. He also posed a question as to why we do not utilize Council Chambers when it is available so that video of the meeting would be available to the public.  Additionally, he stated that he is opposed to small group meetings like suggested in agenda item number 5.
             
SPECIAL SESSION AGENDA
             
   1. PRESENTATION AND DISCUSSION REGARDING POTENTIAL TOWN CODE AMENDMENTS TO PRIVATE RECREATION AREA, AMENITY, IN-LIEU FEE OPPORTUNITIES, AND OTHER RELATED REQUIREMENTS FOR RESIDENTIAL SUBDIVISIONS, MULTIFAMILY PROJECTS, AND MIXED-USE DEVELOPMENTS
  Ms. Oden presented a PowerPoint. She spoke about possible changes to the zoning code to meet the Senior Leadership Plan. Discussion, questions, and comments ensued amongst members and staff.  Acquired recreation areas were discussed. Amenity requirements were discussed, member discussion and comments ensued.
             
   2. PROGRESS UPDATE, PRESENTATION AND DISCUSSION REGARDING THE ORO VALLEY $25 MILLION PARK BOND PROJECT APPROVED BY THE TOWN COUNCIL, RESOLUTION NO. (R)21-47 ON SEPTEMBER 22, 2021
  Ms. Diaz-Trahan presented a PowerPoint and gave an update on the progress of various projects. She also referenced the Park Bond project page on the Town’s website. Discussion ensued amongst members, questions were asked and answered.
             
   3. PROGRESS UPDATE, PRESENTATION AND DISCUSSION REGARDING SITE IMPROVEMENTS AND MASTER PLANNING PROCESS AT THE VISTOSO TRAILS NATURE PRESERVE
  Ms. Diaz-Trahan presented a PowerPoint. Updates were given. Discussion ensued amongst members, questions were asked and answered.
             
   4. DISCUSSION AND POSSIBLE ACTION TO CANCEL THE SEPTEMBER 20, 2022, REGULAR MEETING
             
  Motion by Chair Anna Clark, seconded by Member Ronald Odell to cancel the September 20, 2022 regular meeting. 

  Vote: 6 - 0 Carried
             
   5. DISCUSSION TO IDENTIFY DATES AND TIMES FOR SMALL GROUPS OF TWO OR THREE MEMBERS OF THE PARKS AND RECREATION’S ADVISORY BOARD AT A TIME TO PARTICIPATE IN PARKS TOURS WITH DIRECTOR DIAZ-TRAHAN
  Ms. Diaz-Trahan offered to provide tours for members that have yet to see all Parks and Recreation amenities.  Mr. Slides recommended to schedule tours with a maximum of two members.  Evenings and Saturdays were discussed as options. Dates were proposed.
             
DIRECTOR'S REPORT
 
  • Statistics regarding the Parks and Recreation summer programs were shared.
  • Twenty-seven Oro Valley kids received Youth Scholarships for summer camps totaling $8,100.
  • The Senior Programming task force will be presenting at the Parks and Recreation Advisory Board meeting in November.
  • Lynanne Dellerman-Silverthorn, Recreation and Cultural Services Director recently retired after 22 years of service with the Town.

  Motion by Chair Anna Clark, seconded by Member Matthew Wood to adjourn at 7:43 p.m.

  Vote: 6 - 0 Carried
