CALL TO ORDER
  Chair Biel called the meeting to order at 5:02 p.m.

CALL TO AUDIENCE
  Chair Biel opened Call to Audience.
No one wished to speak.

COUNCIL LIAISON COMMENTS
  Councilmember Solomon reported that the $25M bond that was passed by the voters really needed to be $52M. He encouraged everyone to attend the Wednesday, November 16 Council Meeting when the item will be discussed.

   1. REVIEW AND APPROVAL OF THE OCTOBER 3, 2022 MEETING MINUTES
             
  Motion by Chair Dan Biel, seconded by Vice Chair Auvie Lee to approve the October 3, 2022 minutes.

REGULAR SESSION AGENDA
             
   1. DISCUSSION REGARDING OPPORTUNITIES TO GET INVOLVED IN THE NEXT 10-YEAR GENERAL PLAN UPDATE
  Milini Simms, Principal Planner, Community and Economic Development, provided the attached presentation and answered questions from Commission members.  Teri Colmar, an Oro Valley resident spoke on this agenda item.
             
   2. DISCUSSION OF LIVESTOCK RELATED ORGANIZATIONS PARTICIPATING DURING APPROPRIATE TIMES AT THE STEAM PUMP RANCH PROPERTY
  Due to the absence of Commissioner Casaus, this item was continued.
             
  Motion by Chair Dan Biel, seconded by Commissioner Puntadeleste Bozeman to continue this item due to the absence of Commissioner Casaus.

   3. DISCUSSION RELATED TO THE AFRICAN-AMERICAN HISTORICAL CONTRIBUTIONS IN THE REGION
  Commissioner Bozeman offered some very interesting information regarding this topic.  Teri Colmar, an Oro Valley resident spoke to this agenda item.

*DISCUSSION AND ACTION TO CANCEL AND MOVE THE NOVEMBER 9, 2022 STUDY SESSION REGARDING THE RELATIONSHIP BETWEEN THE PLANNING DEPARTMENT AS IT RELATES TO THE HISTORIC PRESERVATION PROCESS FOR HOMES WITHIN TOWN BOUNDARIES TO DECEMBER 5, 2022
             
  Motion by Chair Dan Biel, seconded by Vice Chair Auvie Lee to cancel the November 9, 2022 Study Session and move it to December 5, 2022 before the regular session agenda.

DEPARTMENT UPDATE
  Mr. Jankowski reported that October is one of the busiest months for Parks and Recreation.  Steam Pump Ranch hosted two movie nights and Monster Mash was held the first week of October, hosting 2,000 people.  Upcoming events include Second Saturday at the Ranch on October 12.   Steam Pump Ranch Garage final completion is due Mid November and I.T. will then have approximately 3 weeks to complete their work. Staff will then coordinate furniture delivery and should be on site by early January, six days a week. Mr. Jankowski introduced Jon Schumacher, who is the new Outdoor Recreation and Cultural Services Manager. His job will include the newly acquired Vistoso Trails Nature Preserve. Community Center updates included the October 29 Spooktacular, which saw approximately 3,500 people and the tennis/ pickleball court project was completed and opened November 10.  The Aquatic Center will be closed for improvements from December 5 to the end of January.
