CALL TO ORDER

Chair Cuffari called the meeting to order at 4:00 P.M.

Attendees: Harry Greene, Town Council Liaison
  Commissioner Mattson arrived a few minutes late.
             
CALL TO AUDIENCE

There were no speakers at this time.
             
COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY)

Councilmember Greene commented that the Oro Valley Village (currently known as the Oro Valley Marketplace) package passed and questioned at what point Stormwater Utility would be involved. Stormwater Utility Division Manager John Spiker added that Stormwater Utility will be involved regarding drainage once updated concepts are put together.
             
DIRECTORS REPORT (INFORMATIONAL ONLY)

Stormwater Division Manager John Spiker commented on the following:
  • The Arizona Department of Water Resources (ADWR) will be making a routine visit to Stormwater Utility next month to perform a Community Assistance Visit audit on our Floodplain Management program.
  • Elections for Stormwater Utility Commission officers are going to take place at the January 2023 meeting.
             
REGULAR SESSION AGENDA
             
   1. REVIEW AND APPROVAL OF THE SEPTEMBER 15, 2022 MEETING MINUTES
             
  Motion by Vice Chair Richard Crocker, seconded by Commissioner William Thomas to approve the September 15, 2022 meeting minutes.

  Vote: 5 - 0 Carried
             
   2. DISCUSSION REGARDING OPPORTUNITIES FOR THE COMMISSION TO PARTICIPATE IN THE NEXT 10-YEAR GENERAL PLAN UPDATE AS PRESENTED BY MILINI SIMMS, AICP, PRINCIPAL PLANNER IN THE COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT FOR THE TOWN OF ORO VALLEY
  Principal Planner Milini Simms gave a presentation on the opportunity for the Commissioners to participate in the Towns next 10-Year General Plan. Ms. Simms gave a synopsis regarding the General Plan and the steps to be taken.
             
   3. DISCUSSION OF MEETINGS AND EVENTS
  Mr. Spiker reported on recent meetings and events.
             
   4. DISCUSSION OF THE 2022 ORO VALLEY MONSOON RECAP
  Mr. Spiker commented that this year's Monsoon season was active and prolonged. There were no extreme events during this year's Monsoon season. Overall, the infrastructure held up really well. The monsoons were really good for regrowth on the mountain.  

Discussion ensued on the location of the rain gauge in the vicinity of the Preserve. Mr. Spiker advised that he would bring back more information regarding the gauge's location for the next meeting.
             
   5. REVIEW AND DISCUSSION OF THE OCTOBER 21, 2022 STORMWATER UTILITY COMMISSION FIELD TRIP
  Mr. Spiker provided a recap of the Stormwater Utility Commission Field Trip.
             
   6. DISCUSSION OF POTENTIAL STORMWATER UTILITY FUTURE BUDGET SCENARIOS 
  Assistant Director of Public Works Ms. Ramsey introduced seven potential future budget scenarios to address State and Federal compliance requirements, maintenance needs and future capital improvement program projects. Ms. Ramsey alluded to the fact that these seven scenarios do not represent the entirety of all potential future budgets and offered to develop additional scenarios should the commissioners desire more options.  Discussion ensued amongst the commissioners in regard to future needs and a possible Stormwater Utility fee increase structure. Commissioner Parker asked if the projected maintenance budgets were adequate to meet the needs of the Stormwater Utility. Staff responded that further analysis of maintenance budget lines would be provided at a future meeting. 
 
Chair Cuffari, Commissioners Parker, Crocker and Thomas provided support for scenario three which represented a flat rate Stormwater Utility Fee increase and assumes outside funding sources will be utilized for large capital improvement program project needs. Staff responded that scenario three will be selected for additional analysis and evaluation and brought back to the commission for future discussions. Commissioner Parker also recommended that a guiding budgetary principal in regard to construction and maintenance projects be adopted by the Stormwater Utility Commission to recognize the financial limitations of the utility. Commissioner Parker asked that an artificial budget limit be placed on projects that could be delivered using Stormwater Utility Fee funds and that projects with an exceedance of that limit seek additional funding sources outside of the Stormwater Utility Fee. 
 
Ms. Ramsey offered to provide the commission with a timeline for a potential stormwater utility fee increase which coincides with the Oro Valley Town Council budget adoption at a future meeting.
             
   7. RECOGNITION OF OUTGOING STORMWATER UTILITY COMMISSION CHAIR JOSEPH CUFFARI
  Mr. Spiker offered appreciation to our dear friend and colleague, Chair Joseph Cuffari, for his time serving the Town of Oro Valley Stormwater Utility Commission.
             
   8. DISCUSSION AND POSSIBLE ACTION REGARDING THE CANCELLATION OF THE DECEMBER 15, 2022 SWUC REGULAR SESSION MEETING
             
  Motion by Commissioner David Parker, seconded by Commissioner William Thomas to approve cancellation of the December 15, 2022 regular session meeting.

  Vote: 5 - 0 Carried
             
FUTURE AGENDA ITEMS

Update on Vistoso Preserve Master Plan

  Motion by Vice Chair Richard Crocker, seconded by Commissioner David Parker to adjourn the meeting.

  Vote: 5 - 0 Carried
  Chair Cuffari adjourned the meeting at 5:31 P.M.
