CALL TO ORDER
  Mayor Winfield called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE
  Mayor Winfield led the audience in the Pledge of Allegiance. 
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings.
             
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
  Councilmember Greene congratulated the four newest members of the Oro Valley Police Department for their recent graduation from the Basic Law Enforcement Training Academy. 

Councilmember Greene encouraged residents to read The Forgotten Botanist, a book about the life of Sara Plummer Lemmon, written by Wynne Brown.  Councilmember Greene also encouraged residents to purchase tickets early for the Oro Valley Theater Company's production of the Plaza Suite, which will be held in April 2023.

Mayor Winfield reported that he had attended the grand opening of the Children's Museum at Tonoho Chul, and the ground breaking for the Arizona Heroes Memorial, held at Naranja Park.. 
             
TOWN MANAGER'S REPORT ON CURRENT EVENTS
  No Town Manager reports were received. 
             
ORDER OF BUSINESS
  Mayor Winfield reorganized the agenda by moving Regular Agenda item #1 to the beginning of the agenda. The remaining items would remain as posted.

   1. COMMUNITY CENTER ELEVATOR SCHEMATIC DESIGN REVIEW, DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO COMPLETE CONSTRUCTION PLANS
  Public Works Director and Town Engineer Paul Keesler presented item #1 and included the following:

Discussion ensued amongst Council and staff regarding item #1.
             
  Motion by Vice-Mayor Melanie Barrett, seconded by Councilmember Josh Nicolson to direct staff to move forward with Alternative #2, the full elevator and lowered entrance, for approximately $1,750,000, using the already budgeted $1,500,000, with the remainder to come from the existing Community Center fund from the unallocated $1,000,000 fund balance. 

Discussion continued amongst Council and staff regarding item #1. 

             
  Motion by Vice-Mayor Melanie Barrett, seconded by Councilmember Josh Nicolson to direct staff to move forward with Alternative #2, the full elevator and lowered entrance, for approximately $1,750,000, using the already budgeted $1,500,000, with the remainder to come from the existing Community Center fund from the unallocated $1,000,000 fund balance. 

  Vote: 7 - 0 Carried
             
INFORMATIONAL ITEMS
  There were no informational items. 
             
CALL TO AUDIENCE
  Oro Valley resident Tricia Tozier spoke on behalf of Ed Clarey. Ms. Tozier voiced the concerns of Mr. Clarey regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Karen Steinbrohn voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Anthony Ferrara voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident David Deivert voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Tim Tarris voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Doug Dalby voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Joanne Michaelsen voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Tim Fagan voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Mary Topmiller voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

CONSENT AGENDA
  Councilmember Barrett requested that Consent item (A) be removed from the Consent Agenda for discussion.

Councilmember Bohen requested that Consent item (B) be removed from the Consent Agenda for discussion. 
             
   C. Resolution No. (R)23-07, authorizing and approving the Town of Oro Valley Public Works Transit Division Title VI Plan update
 
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to approve Consent item (C). 

  Vote: 7 - 0 Carried
             
   A.
                A. Town Council Minutes - February 10 and February 15, 2023, and 2026 General Plan Community Engagement Advisory Group Minutes - January 19, January 26, February 9 and February 16, 2023
  Vice Mayor Barrett requested to remove the language "there were no concerns mentioned" from the February 16, 2023, 2026 General Plan Community Engagement Advisory Group minutes. 
             
  Motion by Vice-Mayor Melanie Barrett, seconded by Mayor Joseph C. Winfield to approve all the minutes, including the following change to the February 16, 2023 minutes, by removing the phrase "there were no concerns mentioned".

  Vote: 7 - 0 Carried
             
   B.

Resolution No. (R)23-06, providing notice of intent to increase the potable water base rates, increase the potable water commodity rates and increase the reclaimed water commodity rate for the Oro Valley Water Utility
  Councilmember Bohen requested clarification on the cost of wheeling water, capacity, usage, the number of analysts for the Water Utility department, and the fees associated with administrative services charged to the Water Utility department. 

Discussion ensued amongst Council and staff regarding Consent item (B). 
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Consent item (B).

  Vote: 7 - 0 Carried
             
FUTURE AGENDA ITEMS
  No future ageda items were requested. 
             
ADJOURNMENT
             
  Motion by Mayor Joseph C. Winfield, seconded by Vice-Mayor Melanie Barrett to adjourn the meeting at 7:00 p.m.
