PLEDGE OF ALLEGIANCE

CALL TO AUDIENCE

Councilmember Tim Bohen, acting only as a resident of Oro Valley, addressed the commission to express his support of having a commission in place and his appreciation for their service. Discussion ensued.

STAFF LIAISON REPORT

Chief Financial Officer David Gephart reported on the following:

- A welcome was expressed to the new Town Manager present.
- The Tentative Budget was approved by Council on June 7, 2023 and a proposed Adopted Budget will be presented at the next council meeting.
- The Budget and Finance Commission Regular Session Meetings scheduled for July and August are recommended to be canceled and resume regular meeting sessions in September, 2023.

REVIEW AND APPROVAL OF THE MAY 16, 2023 REGULAR SESSION MEETING MINUTES


				Motion by Commissioner Gerald LeMay, seconded by Commissioner Jennifer Carr to approve the May 16, 2023 regular session meeting minutes as written.

				Vote: 5 - 0 Carried

	2.			*PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY 22/23 FINANCIAL UPDATE THROUGH APRIL 2023 (Please reference attachments) Deputy Finance Director, Wendy Gomez, presented on Agenda Item #2. Discussion ensued amongst staff and commissioners.

	3.			PRESENTATION AND POSSIBLE DISCUSSION REGARDING THE TOWN'S FIVE-YEAR FINANCIAL FORECAST THROUGH FY 2028/29 Deputy Finance Director, Wendy Gomez, presented on Agenda Item #3. Discussion ensued amongst staff and commissioners.

	4.			DISCUSSION AND POSSIBLE DIRECTION REGARDING MONTHLY PRESENTATION OF FINANCIAL RESULTS. Chief Financial Officer, David Gephart, presented on Agenda Item #4. Discussion ensued amongst staff and commissioners.


				Motion by Commissioner Jennifer Carr, seconded by Commissioner John Fortunato to approve a quarterly review of Financial Results rather than a Monthly review.

		Vote: 5 - 0 Carried

	5.	PRESENTATION AND DISCUSSION OF THE TOWN FY 2023/24 TENTATIVE BUDGET Chief Financial Officer, David Gephart, presented on Agenda Item #2. Discussion ensued amongst staff and commissioners.

COUNCIL LIAISON COMMENTS Mayor Winfield provides the following comments: - On June 7, 2023, the Town Council also received the same Five-Year Financial Forecast through Fiscal Year 2028-29 and had a similar discussion. - On June 7, 2023, the Town Council also reviewed and approved the PSPRS Pension Funding Policy that this commission reviewed and made changes to. - On June 7, 2023, a public hearing was held authorizing and approving the increase to the potable base, water base rates, and reclaimed water and commodity rate approved by Council. - The Tentative Budget was approved. - The Final Budget is set for a public hearing and is set to be approved tomorrow evening by Council. - An Agenda Item has been set regarding the use of the Pusch Ridge Golf Course.

				Motion by Commissioner Gerald LeMay, seconded by Commissioner John Fortunato to adjuourn meeting at 5:16 P.M.

Vote: 5 - 0 Carried
