CALL TO ORDER
  Mayor Winfield called the meeting to order at 5:00 p.m.

EXECUTIVE SESSION - Pursuant to ARS 38-431.03 (A)(3) to receive legal advice regarding the Pusch Ridge Golf Course contract
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to go into Executive Session at 5:01 p.m., pursuant to ARS 38-431.03 (A)(3) to receive legal advice regarding the Pusch Ridge Golf Course contract.

  Vote: 5 - 0 Carried

  Mayor Winfield resumed the Regular Session at 6:17 p.m.

  Mayor Winfield led the audience in the Pledge of Allegiance. 
             
UPCOMING MEETING ANNOUNCEMENTS
  Town Clerk Mike Standish announced the upcoming Town meetings. 
             
MAYOR AND COUNCIL REPORTS ON CURRENT EVENTS
  Councilmember Greene reported that a Palo Verde tree had been planted in honor of Henry K. Zipf, to commemorate his service as the Oro Valley Historical Society President. Mr. Zipf passed away on May 7, 2023.
             
TOWN MANAGER'S REPORT ON CURRENT EVENTS
  Town Manager Jeff Wilkins reported that the July 4th Celebration would be held at James D. Kreigh Park and would start at 5:00 p.m., and that various activities and food options would be available at this event. Mr. Wilkins also reported several statistics regarding increased usage at the Oro Valley Aquatic Center.

Oro Valley resident Anthony Ferrara voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

Oro Valley resident Tricia Tozier voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Joanne Michaelsen voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Tim Fagan voiced his concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request. 

Oro Valley resident Devin Smith voiced her concerns regarding the proposed Oro Valley Church of the Nazarene rezoning request.

  Mayor Winfield called the Special Session to order at 6:32 p.m.
             
SPECIAL SESSION AGENDA
             
   1. PUBLIC HEARING: RESOLUTION NO. (R)23-25, APPROVING THE ADOPTION OF THE FINAL BUDGET OF THE TOWN OF ORO VALLEY FOR FISCAL YEAR 2023/24, INCLUDING APPROVAL OF THE 10-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) FROM FY 2023/24 THROUGH FY 2032/33 AND THE FY 2023/24 GENERAL PAY PLAN
  Chief Financial Officer Dave Gephart presented Special Session item #1 and included the following:
 
  • FY 2023/24 Final Budget
  • Final Notes and Next Steps

Mayor Winfield opened the public hearing.

  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Harry Greene to approve Resolution No. (R)23-25, adopting the Final Budget of the Town of Oro Valley for fiscal year 2023/24, including the FY 2023/24 General Pay Plan under the same conditions authorized with the FY 2022/23 General Pay Plan Adoption, and further MOVE to approve the Town of Oro Valley 10-year Capital Improvement Program for FY 2023/24 through FY 2032/33.

Discussion ensued amongst Council and staff regarding Special Session item #1.

   A. Minutes - June 7, 2023
             
   B. Resolution No. (R)23-26, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and the Pima County Jail to provide officer coverage for video proceedings between the jail and the Court
             
   C. Resolution No. (R)23-27, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and Pima County regarding payment for the incarceration of municipal prisoners
             
  Motion by Mayor Joseph C. Winfield, seconded by Councilmember Steve Solomon to approve Consent items (A) through (C).

   D. Resolution No. (R)23-28, authorizing and approving an Intergovernmental Agreement (IGA) between the Town of Oro Valley and the University of Arizona to reimburse the Town for 100% of the fully-loaded personnel costs to loan Commander Chris Olson to the University of Arizona to serve as their Interim Police Chief
  Councilmember Solomon congratulated Commander Chris Olson and the Oro Valley Police Department for their leadership and expertise, which provided the opportunity to fulfill the Intergovernmental Agreement with the University of Arizona.  
             
  Motion by Councilmember Steve Solomon, seconded by Mayor Joseph C. Winfield to approve Resolution No. (R)23-28, authorizing and approving an Intergovernmental Agreement between the Town of Oro Valley and the University of Arizona to reimburse the Town 100% of the associated fully-loaded personnel costs to loan Commander Chris Olson to the University while he serves as the University's interim Police Chief.

  Vote: 6 - 0 Carried

   1. DISCUSSION AND POSSIBLE ACTION REGARDING THE USE OF THE PUSCH RIDGE GOLF COURSE
  Councilmember Solomon introduced the item and explained the reasons it was requested for review. 

Discussion ensued amongst Council and staff regarding item #1.

  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene to move that disc golf on the Pusch Ridge Golf Course is an alternative use of this single use area, and that disc golf shall not be allowed to interfere with golf course play. That staff present recommendations to the Town Council for the future of disc golf in Oro Valley this November, and that staff begin working with Indigo Golf, the HOA's, and the Friends of Pusch Ridge Golf, on a plan to continue Pusch Ridge Golf operations past February 2024 and report to Council this November.

Councilmember Nicolson joined the meeting via Zoom at 7:50 p.m.

Councilmember Solomon requested to withdraw the original motion. Seconded by Councilmember Greene.
             
  Motion by Councilmember Steve Solomon, seconded by Councilmember Harry Greene that disc golf play on the Pusch Ridge golf course shall be limited to the non-golf year of June 1st through September 30th and shall not interfere with traditional golf play during the golf year.

After further discussion, this motion was replaced with the following motion.

  Motion by Councilmember Steve Solomon, seconded by Vice-Mayor Melanie Barrett to move that the Town give input to Indigo Golf that disc golf play on Push ridge golf course shall be limited to the non golf year, June 1st through September 30, other than specially approved tournaments, and shall not interfere with traditional golf play during the golf year.
