PLEDGE OF ALLEGIANCE - Chair Mason led the group in the Pledge of Allegiance.
             
CALL TO AUDIENCE - No comments were received.
             
STAFF LIAISON REPORT

Chief Financial Officer David Gephart reported on the following:
  • The auditors are scheduled to come at the beginning of October and Staff has been preparing for their arrival, as well as the end of the year.
  • The Town has engaged the Audit Firm to also do some additional procedures in relation to golf activities.
  • Thursday, September 21, 2023, is the deadline to submit the Adopted Budget for the Distinguished Budget Award with the GFOA.
  • The Arizona Legislature has passed a Pension Prefunding Program with the ASRS, and it has not received a lot of traction, but Staff will examine and investigate to see if this is a good option for the Town.

   1. REVIEW AND APPROVAL OF THE JUNE 20, 2023 REGULAR SESSION MEETING MINUTES
             
  Motion by Member Gerald LeMay, seconded by Member Jennifer Carr to approve the June 20, 2023 regular session meeting minutes as written.

  Vote: 4 - 0 Carried
             
   2. PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY 22/23 FINANCIAL UPDATE THROUGH JUNE 2023 (Please reference attachments)

Deputy Finance Director, Wendy Gomez, presented on Agenda Item #2. Discussion ensued amongst staff and commissioners.
             
COUNCIL LIAISON COMMENTS

Mayor Winfield provided the following comments:
  • Next year is the Town's 50th Anniversary.
  • A new book that was prepared by one of our residents out of Sun City, John Williams. The book is about the first fifty years of Oro Valley.
  • The result of the Community Engagement Plan was that it had received an award that was named by the Arizona Chapter of the American Planning Association as the winner in the Public Outreach category.
  • The Community Academy is open for registration and there is limited seating, beginning October 10, 2023.
  • The Town has published the reader friendly budget for the new fiscal year.
  • The Town was also awarded a million dollar land and water conservation grant for the Naranja Park bike pump path and skate park portion.

  Motion by Member Gerald LeMay, seconded by Member Jennifer Carr to adjourn at 4:29 P.M.
