Mayor Winfield called the meeting to order at 6:00 p.m.

Mayor Winfield led the audience in the Pledge of Allegiance.
Town Clerk Mike Standish announced the upcoming Town meetings.
Mayor Winfield thanked Assistant Town Manager Chris Cornelison for his leadership during Town Manager Mary Jacobs absence.
Councilmember Rodman reported that he and Councilmember Jones-Ivey attended the Tonoho Chul Sonoran Spring Gala on March 31. Councilmember Rodman also provided an update on the construction of the Tohono Chul Events Pavillion.
Town Clerk Mike Standish announced that new artwork was on display in the Council Chambers by artist Don Driggars.
Mayor Winfield reviewed the order of business and stated that the order would stand as posted.
There were no informational items.
Oro Valley resident Jerry Ward voiced his concerns regarding Town Code and Future Planing.
Oro Valley resident Gerry Perry spoke in support of the Archary Range at Naranja Park.
Oro Valley resident Harold Adair spoke regarding the Archery Range at Naranja Park.
Historic Preservation Commission Chair Dan Huff gave an overview of the Historic Preservation Commission's 2019 Historical Expository Writing Contest and recognized the following contest winners:
1st Place - Evan Santiago
2nd Place - Cody Wright
2nd Place - Jack Pletnick
3rd Place - Camri Whitaker
Krik Astroth and Evan Pilling with the Sonoran Desert Mountain Bicyclists presented information regarding the importance of the Honeybee Canyon Trails.
Golder Ranch Fire District Deputy Chief Grant Cesarek gave an overview of the emergency medical services provided by Golder Ranch Fire District.

MOTION: A motion was made by Councilmember Rodman and seconded by Councilmember Solomon to approve Consent Agenda Items (A) and (C), (item B was removed from the agenda on 4/2/19).
MOTION carried, 6-0.
Planning Manager Bayer Vella stated that the applicant had requested a continuance, non date specific, to address concerns raised during the March 6, 2019 Town Council meeting.
MOTION: A motion was made by Councilmember Solomon and seconded by Councilmember Rodman to continue the proposed amendment based on a finding it will provide the applicant additional time to address issues raised during the March 6, 2019 Town Council meeting.
MOTION carried, 6-0.
No future agenda items were requested.
No comments were received.
MOTION: A motion was made by Councilmember Rodman and seconded by Vice-Mayor Barrett to adjourn the Regular Session at 6:52 p.m.
MOTION carried, 6-0.
Mayor Winfield recessed the meeting at 6:53 p.m.
Mayor Winfield reconvened the meeting at 7:02 p.m.
Mayor Winfield called the Study Session to order at 7:02 p.m.
Water Utility Director Peter Abraham gave and overview of item #1 and presented the following:
- Colorado River System
- Lake Meade, Entitlements & River Over-allocation
- Lower Basin Drought Contingency Plan (LBDCP)
- Oro Valley's Water Resource Strategic Plan
- Ensuring Oro Valley's Water Sustainability
- Past / Present / Future Water Resource Utilization
Discussion ensued amongst Council and staff regarding item #1.

Mayor Winfield adjourned the Study Session at 8:05 p.m.
Mayor Winfield called the Regular Session to order at 8:05 p.m.
MOTION: A motion was made by Vice-Mayor Barrett and seconded by Councilmember Rodman to go into Executive Session at 8:05 p.m. pursuant to ARS 38-431.03(A)(1) Personnel matters - Town Magistrate George Dunscomb's annual performance review and pursuant to ARS 38-431-03(A)(3), (A)(4) and (A)(7) for legal advice with the Town attorneys, discussion and consultation with those attorneys and designated Town representatives, and possible instruction to those attorneys and designated representatives about the agreements related to the Town owned golf courses.
MOTION carried, 6-0.
Mayor Winfield said the following staff members would join Council in Executive Session regarding ARS 38-431.03(A)(1) personnel matters - Town Magistrate George Dunscomb's annual performance review: Town Magistrate George Dunscomb and Town Clerk Mike Standish
Mayor Winfield said the following staff members would join Council in Executive Session regarding ARS 38-431.03(A)(3), (A)(4) and (A)(7) for legal advice with the Town attorneys, discussion and consultation with those attorneys and designated Town representatives, and possible instruction to those attorneys and designated representatives about the agreements related to the Town owned golf courses: Town Manager Mary Jacobs, Assistant Town Manager Chris Cornelison, Legal Services Director Tobin Sidles, Town Attorney Gary Cohen and Town Clerk Mike Standish.
Mayor Winfield reconvened the Regular Session at 9:41 p.m.
MOTION: A motion was made by Councilmember Piña and seconded by Councilmember Rodman to adjourn the meeting at 9:42 p.m.
MOTION carried, 6-0.
