Call to Order at or around 4:00 p.m.
 
Chairman Hagedorn called the meeting to order at 4:00 p.m.

Approval of the January 7, 2009, minutes.

 
Member Dornberg arrived at 4:03 p.m. and was added to the roll call as present.

MOTION: A motion was made by Vice Chair Honn and seconded by Member Moutafis to approve the January 7, 2009, minutes as written.

Conceptual Review:  OV5-09-03, Golder Ranch Fire District, represented by Matthew Moutafis, requests review of a conceptual public art proposal for the Golder Ranch Fire Station located at the Oracle Vista Centre, at the northwest corner of Oracle Road and Linda Vista Blvd. If you have any questions about this matter, please contact Matt Michels, Senior Planner, at (520) 229-4822 or mmichels@orovalleyaz.gov

 
Member Moutafis moved from the dais and presented the proposal as the applicant.

Matt Michels, OV Senior Planner, presented the staff report.

Member Cywan asked if it is within the purview of the ARC to question the large budget of this art piece because some of the money being used is tax dollars.

Matthew Moutafis, artist, answered that the Golder Ranch Fire Department (GRFD) wanted a statue that was maintenance free and that would last forever. They wanted something different than a mosaic.  Mr. Moutafis stated there are always problems with mosaic because of ultraviolet light, the weather and the heat.
 
Matt Moutafis, artist, presented the proposal.
-GRFD seal will be a tile mosaic overlay
-Verbiage will be engraved in the base
-Oro Valley Hero will not appear anywhere on the piece

Matthew Moutafis will provide the following at the next meeting:
-Copy of the GRFD logo
-Building elevations
-GRFD representatives

Vice Chair Honn stated concern that people wont see the art because it is set far back and doesn’t believe it will be visible to the public.  

MOTION: A motion was made by Vice Chair Honn and seconded by Member Fowler to approve the conceptual plan with the request that we see a clear drawing of the mosaic, including colors, the building elevations and a better site plan that shows the location of the proposed art surroundings.

Discussion regarding ARC bylaws and Zoning Code.

 
David Ronquillo, reviewed the following:
-conceptual review
-final review

Member Moutafis asked the following items be placed on the agenda for next month:
-ARC meetings in the Council chamber
-Outline requirements for the conceptual packet versus what is in the final packet
-Copies of the application form for the conceptual packet and the final packet
-Maintenance of the art piece, is it discussed at the conceptual or final phase

Member Dornberg thanked staff for the Commission handbook.
