Approval of the August 4, 2009, ARC minutes.

 
MOTION: A motion was made by Member Moutafis and seconded by Member Munden to approve the August 4, 2009, ARC minutes as written.

Conceptual Review: OV5-09-09, Ventana Medical Systems, Inc., represented by Novak Environmental, requests conceptual approval of a public art proposal for the parking lot expansion on Parcel 3-EE on the Ventana Medical Systems campus, located on the east side of Innovation Park Drive.  If you have any questions about this matter, please contact Matt Michels, Senior Planner, at (520) 229-4822 or mmichels@orovalleyaz.gov

 
Matt Michels, OV Senior Planner, presented the conceptual and final review of the proposed art for OV5-09-09.

Member Moutafis asked for clarification on the approval of conceptual and final art at the same meeting.  David Ronquillo responded that after consulting with the Planning & Zoning Acting Director and the Town Legal department it was decided that reviewing both conceptual and final art at the same meeting was acceptable.

MOTION: A motion was made by Member Moutafis and seconded by Member Cywan to table item 2 and hear item 6.

Discussion Item: Approval of Conceptual and Final art review.

 
David Ronquillo explained the Towns Legal department is of the opinion that a conceptual and final art submittal can be heard at the same meeting if the submittal is complete for both; Town code does not need to be changed.  Town staff will inform the artist, in advance, of the option to have both the conceptual and final reviewed at the same meeting with the understanding that the Art Review Commission may request that changes be made and may request the artist return.  It is requested that when changes are made to the submittal form for art that as a courtesy the ARC have an opportunity to review the changes. 
Staff will meet with the Legal department to review the language of the forms.

Conceptual Review: OV5-09-08, The Oro Valley Parks and Recreation Department, requests conceptual approval of a public art proposal for the James D. Kreigh Park, located off Calle Concordia. David Ronquillo, OV Senior Planner, presented the staff report and explained the item presented is pre-conceptual.  Staff is requesting feedback from the ARC. 

Ainsley Legner, Parks and Recreation Director, explained the project being presented does not have funding at this time.  The purpose of meeting with the ARC is to share an idea and hear comments from the Commission.

John Scherring, citizen volunteer, presented the proposed art.

Discussion followed:
- Put the art in the front of the park
- The proposed area has no shade
- There are warning signs of coyotes and snakes, is this the right place
- Put the art before the playground
- Separate the pieces
- Out of site, more prone to vandalism
- Promote the art, have a class adopt the two pieces

5.

Discussion Item: The Parks and Recreation Department requests preliminary feedback with regards to proposed changes to an existing artwork titled “Tenuous Refuge”, located at Riverfront Park off Lambert Lane.

 
Ainsley Legner, OV Parks and Recreation Director, explained the issue with the art at the Riverfront Park.

John Scherring, citizen volunteer, explained the art piece has factual errors on the brass plaques that name areas in the Catalina Mountains.  The Parks and Recreation Advisory Board recommended that corrections be done to make the art piece accurate.

Member Moutafis said the intent of the piece is important.  The artist wanted a window on the beautiful view.  Member Moutafis recommended a larger opening with an outline of the mountain in bronze.

Member Munden said she spoke with the widow of the artist and she requested the handprints on the art be preserved.

Member Moutafis said he would help with the layout and scale and show how the bronze works, free of charge.
