1.

Review and/or approval of the June 3, 2008, Public Art Review Committee minutes.

 
Member Honn requested a change to the minutes then made the motion to approve.

MOTION: A motion was made by Member Honn and seconded by Member Dornberg to approve the minutes with a change to item 3.  The vote shows 0-0 and should read 4-0.

2.

OV5-04-06A, Dr Linaker’s office, representing the owner and applicant, requests review of the existing condition and maintenance of the public art sculpture, located on the northeast corner of Oracle Road and Magee Roads. Dr. Matthew Linaker reviewed his request to remove a piece of art from the front of his building.  Dr. Linaker stated he was not satisfied with the finished product and expressed concern to the artist that the art piece was not what was presented to him.  He stated he had immediate concern for the inferior quality of the art piece and the potential for vandalism because of the vulnerability of the tail section of the piece.  Matthew Moutafis, OV resident, stated most of the information in Dr. Linakers letter is inflammatory and not correct.

Matthew Moutafis, artist of the piece in question, showed a picture of the art piece that was taken by a professional photographer. 

Member Suchland responded that if a rendering of the piece shown in the picture would have been brought before the PARC she does not believe that the art piece would have been approved because of the vulnerability of the tail. In addition, the rendering submitted to the PARC was approved on the basis of the drawing, but is not what ended up being. 

Dr. Linnaker stated he would donate the art piece to the Town of Oro Valley and  requested the piece removed.  He stated he was willing to have another art piece commissioned by a different artist and locate it in his office.

Staff requested Dr. Linaker write a letter to the Planning and Zoning Director for direction.

OV12-97-14F, Kim Acorn, representing Mark and & Marci Rusin/Phillip G. Hessla, requests approval for revisions to the Development Plan, Landscape Plan, and Public Artwork for Uno Chicago Bar and Grill, located in the San Jose Plaza on Oracle Road north of El Conquistador Way, Parcel 224-31-0130. The applicant and the PARC committee agree to locate the art pieces inside the gates of the establishment. 

MOTION: A motion was made by Member Honn and seconded by Member Dornberg to accept the proposal, placing the furniture as presented in the picture, at right angles to one another.

4.

Discussion and possible action regarding Public Art requirements: Revisions to the Oro Valley Zoning Code Staff wishes to initiate revisions to the public art provisions of the zoning code.  This will be the first in a series of meetings to generate ideas to improve and add to existing provisions.  If you have any questions about this matter, please contact Bayer Vella, OV Principal Planner, at (520) 229-4810 or bvella@orovalleyaz.gov.

 
David Ronquillo, OV Senior Planner, stated the consultant was not in attendance.  The members decided to allow the consultant to return on August 5, 2008.

Acting Chair Suchland asked if anyone would like to comment on Item 4.

Matthew Moutafis, OV resident, approached and began to speak on a previous item. 

MOTION: A motion was made by Member Honn and seconded by Member Dornberg to continue the discussion and possible action regarding Public
Art requirements.

5.

Discussion and possible action regarding the Public Art Review Committee bylaws.  Staff wishes to initiate review of proposed bylaws that will govern the operations of the Committee. Kate Marquez, Executive Director of GOVAC, asked the PARC how would they like GOVAC to work with the PARC.  GOVAC is interested in being a voting member of PARC.

David Ronquillo, OV Senior Planner, stated he would do some research and speak with the Director of Planning and Zoning regarding GOVAC.

Committee Member Comments.  This item provides members of the Committee an opportunity to comment on issues of interest or concern.  No discussion of such items is enabled and must be appropriately placed on an agenda for a future meeting.
