Chair Dankwerth called the meeting to order at 3:00 p.m.

Chair Dankwerth led the Board and audience in the Pledge of Allegiance.
No speakers.
MOTION: A motion was made by Member Bohl and seconded by Vice Chair Roach to approve the February 28, 2017 meeting minutes as written.
MOTION carried, 4-0.
Senior Planning Technician Patty Hayes gave a presentation that included the following:
- Overview of property
- Height Measurement
- Neighborhood Impact
- Front elevation
- Five criteria required
- Summary
Questions/concerns raised by the Board and addressed by staff:
- What is the intent of the Code regarding this type of construction on this type of topography?
- Looking at the topography map, what is the existing grade? The planned finished floor is five (5) feet higher? Need five (5) feet of fill to get up to the front door finished floor, is that correct?
- General topography has a lot of slope in this area, correct?
- Clarification on interior ceiling heights.
Applicant Jeff Theiss, co-owner of property and proposed builder, stated he understood the challenges of building on the slope when property was purchased. The intent is to minimize the disturbance to the desert. He has met the five (5) variance findings of the Code.
Question raised by the Board and answered by the applicant:
- Have you spoken to owners of the property due west of your property?
Chair Dankwerth opened public hearing.
Peter Pomonis, owner of 826 E. Palisades, feels the request is reasonable and has no objections.
Jerry Lemay was called, but did not wish to speak.
Chair Dankwerth acknowledged the difficulty of developing the property and that the fie (5) conditions were met.
MOTION: A motion was made by Member Bohl and seconded by Member Perkins to approve OV1700959 a variance to increase the allowed building height from 18' to 27.5' based on the finding that the five criteria have been met.
MOTION carried, 3-1 with Vice Chair Roach opposed.
Current Planning Principal Planner Michael Spaeth gave an update on the WAPA Trail appeals.
Chair Dankwerth adjourned the meeting at 3:29 p.m.
