CALL TO ORDER

Chair Eggerding called the Conceptual Design Review Board Regular session to order at 6:00 pm.

PLEDGE OF ALLEGIANCE

Chair Eggerding led both the Board and members of the audience in the Pledge of Allegiance.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting law, individuals Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

COUNCIL LIAISON COMMENTS

Vice Mayor Waters stated the Nakoma Sky project which was previously approved by CDRB and Council, changed their Architect and Development Plan after the approvals. As a result, The Town decided to have them start over again, therefore the project will come back to the CDRB with some admonishments that the new plan should coincide with the previous design plans.

Rosevelt Arellano, Senior Planner, Presented the following:

Summary/Recommendation

David Laws, Planning Manager, addressed questions regarding the drainage of the proposed development.

Zach Hilgart, representing Hilgart-Wilson, stated they had been working closely with staff prior to their submittal and will be preserving the natural landscaping, and rock out-croppings. As a result, less than 1% of the significant vegetation will be disturbed. Mr. Hilgart explained there will be a general trash pick-up area located along the primary spine road of the development, which will therefore alleviate any concern regarding large trash vehicles being able to maneuver. In addition, he explained the reduction of the golf course setbacks is due to the direction of play.

MOTION: A motion was made by Bruce Wyckoff, Vice Chair and seconded by Sara Chen, Member to approve

MOTION carried, 5-1 with Harold Linton, Member opposed.

PLANNING UPDATE (INFORMATIONAL ONLY)

Michael Spaeth provided the following updates:

The YVOF 90% draft was recommended for approval by Town Council
The Fry's conceptual site plan, conceptual landscape plan, and conceptual architecture plan were also approved.

November 18 Town Council meeting will hear the following cases:
The Stone Canyon Club House Public Art
Senior Care Zoning Code Amendment

December 2 Town Council meeting will hear the item heard today by the CDRB.
