CALL TO ORDER

Chair Eggerding called the February 14, 2017, Regular Session of the Oro Valley Conceptual Design Review Board to order at 6:00 p.m.

Chair Eggerding led the members of the Board and Audience in the Pledge of Allegiance.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting law, individuals Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

MOTION: A motion was made by Nathan Basken, Member and seconded by Sarah Chen, Member to approve the Conceptual Model Home Architecture (Plans 2307 and 2718) for the Enclave at Stone Canyon V subdivision, as provided within Attachment 1, based on the findings that the request complies with the Design Principles and Design Standards in the Zoning Code. Further detailed discussion regarding Model 5001:
VICE CHAIR WYCKOFF: The Model 5001
MR. CUCCI: Yes Sir.
VICE CHAIR WYCKOFF: That one really bothers me. The masking seems off and I can't differentiate where the entrance is and maybe it looks better in 3 dimensional but the presentation doesn't really differentiate that and I can't support that particular elevation in its current state.
MR. CUCCI: So, I think the one thing to note on the 5001 plan is that it is a side entry garage. It does look a little different as it doesn't have the large garage door to help orient you. However, I would say that is an asset from the street view because you do have less garage door to see as you're driving down the street. It helps with the visual interest and the variety in the subdivision.
VICE CHAIR WYCKOFF:  Yeah. You've got a 16 foot high wall at the front that you are covering up what I thinks look better in terms of the roof that I frankly I think the rear elevation looks better than the front elevation in my opinion.
MR. CUCCI:  There may be some confusion there. The peak of this roof is at 16 foot. These walls are at fourteen four and this lower parapet is at thirteen four. You are, I guess, to keep in mind this is a direct front view. It is a view that truly you will never have. This little bit of peak sticking over is pretty far back in the house. This is the front of the house. This is the back and this is the portion of the peak of the roof that actually is higher than these parapets. From the street, you would never really see it. This is really more of a parapet roof home and not a pitched roof home as far as the street view. I know that can be a little hard to imagine and I apologize for not having a 3-D rendering for you available but these are new plans and unfortunately that has not been completed yet. But, I would keep in mind that this here you really won't see from the street because you would be over. 
VICE CHAIR WYCKOFF:  You haven't convinced me. I'm sorry.
CHAIR EGGERDING:  Yeah, I have to agree.
VICE CHAIR WYCKOFF:  My proposal is we table this particular elevation until you guys get it worked out.
MEMBER LIN:  I guess I have a question too. With the side entry, does the house have to be offset somehow on the lot to accommodate the side entry? 
MR. CUCCI:  The lots are wide enough to accommodate a turnaround sufficient for a side entry garage.
MEMBER LINTON:  All lots will be?
MR. CUCCI:  Yes
CHAIR EGGERDING:  Any other questions?
VICE CHAIR WYCKOFF:  I move to approve the Conceptual Model Home Architecture for the six Mattamy homes for Alterra at Vistoso Trails subdivision as provided in Attachment 1 with the exclusion of the Desert Contemporary for Model 5001 based on the findings that the request complies with the design principles and design standards of the zoning code. 
CHAIR EGGERDING:  Is there a 2nd? I'll second it.
CHAIR EGGERDING:  Discussion?
MEMBER LINTON:  Again, I just reiterate my concern about the open space. I think it's been answered. I just hope it's been designated someplace in the town files that that will be preserved as open space and that this is not giving them approval to build on that open space. That is my only concern. For the record.
CHAIR EGGERDING:  Any other discussion?
MEMBER BASKEN:  From a discussion standpoint, is there anything in particular you are looking for on that one elevation? Just the massing on the side?
MEMBER WYCKOFF:  I think it's the massing. I just think they can do a better job. They put a lot of stuff before us and I just don't think they did a good job on this one in particular. I think more of a sense of entrance on it. I think some changing of the heights on the stucco would massage this. They've done a fine job on the other ones, I just don't think they have worked this one out. 
CHAIR EGGERDING:  I agree. Any more discussion. Any more comments. Hearing none, I will take a vote.

MOTION: A motion was made by Bruce Wyckoff, Vice Chair and seconded by Dick Eggerding, Chair to approve the Conceptual Model Home Architecture for the six Mattamy Homes for Alterra at Vistoso Trails subdivision as provided in Attachment 1, with the exclusion of the Desert Contemporary for Model 5001 based on the findings that the request complies with the design principles and design standards of the zoning code.

MOTION carried, 5-1 with Nathan Basken, Member opposed.

Michael Spaeth, Senior Planner, presented the Planning Update:
- February 28th Neighborhood Meeting
- March 13th Conceptual Design Review Board Meeting, one upcoming item
- February 15th, Town Council Meeting, one upcoming item regarding development review process efficiencies

MOTION: A motion was made by Bruce Wyckoff, Vice Chair and seconded by Jacob Herrington, Member to adjourn the Conceptual Design Review Board at 6:42 pm.
