CALL TO ORDER AT OR AFTER 6:00 P.M.

Special Chair Atler called the meeting to order at 6:00 p.m.

Special Chair Atler led the audience in the Pledge of Allegiance.

CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting Law, individual Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

Special Chair Atler opened and closed the Call To Audience with no speakers.

MOTION: A motion was made by Gil Alexander, Member and seconded by Kit Donley, Member approved the July 10, 2012 meeting minutes as written.

Patty Hayes, Zoning Plan Examiner, presented the following:

Robert Kuhlman, resident of Oro Valley and Owner of Sign Magic, representing the owner presented a brief presentation of the signs being proposed.

Sign criteria for the Ridge View Plaza


1. All existing permitted signs that do not comply with this Sign Criteria shall be permitted to remain. Changes or modifications to an existing sign shall require conformance to this Sign Criteria. 

2. Only one color from the approved color palette can be used for sign letters and characters on any one line of sign copy.


MOTION: A motion was made by Nathan Basken, Member and seconded by Dick Eggerding, Member approve OV311-007, a sign criteria for the three parcels included in the Ridge View Plaza, based on the following findings that the proposed Sign Criteria is in conformance with the applicable Zoning Code and Design Standards and Principles Subject to the conditions in Attachments 1.

REQUEST FOR APPROVAL OF A PLANNED AREA DEVELOPMENT (PAD) EXEMPTION FROM THE ROONEY RANCH, AREA B SIGN GUIDELINES TO ALLOW AN EXISTING TACO BELL RESTAURANT TO UTILIZE THE WALL SIGN PROVISIONS OF THE TOWN OF ORO VALLEY ZONING CODE REVISED, (OV312-005)

Jerry Montgomery, Fluoresco Sign Co. representing the owner presented a brief overview on the signs being proposed. 

MOTION: A motion was made by Harold Linton, Member to approve the additional sign on the south elevation, but deny the proposal for the larger bell signs

Motion died for lack of a second.

MOTION: A motion was made by Dick Eggerding, Member and seconded by Kit Donley, Member to approve OV312-005, a request for a PAD Exemption from the Rooney Ranch Area B Sign Guidelines with the Condition is Attachment 4, the request meets the Zoning Code requirements for a PAD Exemption.

REQUEST FOR APPROVAL OF A MODEL HOME ARCHITECTURE FOR HOHOKAM MESA/VISTOSO TOWN CENTER SUBDIVISION IN RANCHO VISTOSO NEIGHBORHOOD 6, LOCATED IN PROXIMITY TO THE SOUTHEAST CORNER OF RANCHO VISTOSO BOULEVARD AND MOORE ROAD, (OV1312-010)

Kevin Tarbox, representing Lennar Homes, presented a brief overview of the models being proposed.

MOTION: A motion was made by Dick Eggerding, Member and seconded by Nathan Basken, Member to approve with conditions Model Home Architecture (Plans 3560, 3570, 35-8, 3563) for Hohokam Mesa/Vistoso Town Center Lots 7-14, 20-46, and 64-70, subject to the conditions specified in Attachment #3, finding that the proposed Model Home Architecture meets the applicable Zoning Code Review criteria.

A friendly amendment was made by Member Basken to revise condition number two in Attachment #3 to read:  A front courtyard wall (at least 3’ in height) must be provided for one-story homes without a full height stone veneer facade.  Courtyard walls shall be finished with materials and colors from the approved palette or other appropriate material, as approved by the Planning and Zoning Administrator, using approved styles.  Member Eggerding accepted the friendly amendment.

CONDITIONS OF APPROVAL
HOHOKAM MESA MODEL HOMES

August 14, 2012


1. The approval of this request shall apply to Lots 7-14, 20-46 and 64-70.

2. A front courtyard wall (at least 3’ in height) must be provided for each one-story home WITHOUT A FULL HEIGHT STONE VENEER FACADE.  Courtyard walls shall be finished with materials and colors from the approved palette or other appropriate material, as approved by the Planning and Zoning Administrator, using approved styles.

3. The wainscoting or paint color shall continue around the side of each home to the side yard fence return or gate. 

4. The rear yard wall and subdivision perimeter wall shall contain design elements and materials derived from the Honey Bee Preserve perimeter wall.


MOTION carried, 6-0.
