Vice Chairman Atler called the meeting to order at 6:00 PM.

CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Board on any issue not listed on today?s agenda.  Pursuant to the Arizona Open Meeting Law, individual Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

Hilary Turby, Senior Planner, presented the following:

Bill Carole, with Engineering and Environmental Consultant, representing the applicant, presented an overview of the site plan:

- 2.6 Acre site
- 65 Bed Memory Care facility
- 33 Parking Spaces -
- Building footprint
- Detention basin

Jason Kuklinski, with Norris Design, representing the applicant as the Landscape Architect for the project, presented the following:

- Landscape Bufferyards
- Shaded Walkways
- Two courtyards 
- Low water use and native landscape materials 

Bill Adler, Oro Valley resident, commented regarding the Conceptual Site Plan. Use has been approved as far as zoning; all of the conversation has been about the landscaping, however he  would like to know about the facility itself. What services will the facility be providing for their residents? He is concerned because there is no discussion regarding the building itself.

Larry Kinkaid, Oro Valley resident, stated his major concern was the cut through traffic. Villa Balboa streets are private and maintained by their neighborhood. Mr. Kinkaid then reviewed the retention basins construction and their reliability. He will be requesting meetings with staff.

Stan Lewen, Oro Valley resident, commented on the traffic and the left turn onto Oracle Rd.  His concern was that there would be a tendency for people to use the Villa Balboa streets to avoid the left turn on Oracle. Desert Sky doesn't have a traffic signal, therefore the traffic would increase.  He was also concerned with the retention basins water and bug problems, and treatments for insect control.   Mr. Lewen questioned the use of the sidewalks for the residents of the facility.

MOTION: A motion was made by Richard Eggerding, Member and seconded by Kit Donley, Member to Recomend Approval of the Oracle Vista Memory Care Facility Conceptual Site Plan, based on the findings that the proposed design is in substantial conformance with the Design Standards and Design Principles, subject to the conditions on Attachment 1.

Planning:

1. Provide shaded seating along all pathways and within the two courtyard areas.

2. Provide sidewalks along Desert Sky Road and Oracle Road.

3. Limit the amount of parking in the front (east elevation) of the building to 15% of the total provided parking spaces.

Engineering:

4. All parking area and access drive drainage shall be required to be treated with a Town approved first flush device prior to exiting paved surfaces.  Provide temporary curbing or another Town approved design along the west parking lot drive to direct stormwater to first flush treatment areas prior to exiting paved areas.
5. Provide a 5’-wide sidewalk and curb access ramp along the project limits adjacent to Desert Sky Road.
6. Relocate the two proposed accessible parking spaces from the parking lot adjacent to the southwest corner of the memory care building to a location closer to the building entrance that it’s intended to serve.

Water:

7.   A Line Extension Agreement must be in place before any water infrastructure work begins.


MOTION carried, 5-1 with Harold Linton, Member opposed.

MOTION: A motion was made by Nathan Basken, Member and seconded by Kit Donley, Member to Recomend Approval of the Oracle Vista Memory Care Facility Conceptual Architecture, based on the finding that the design is in substantial conformance with the Design Principles and Design Standards, subject to the conditions on Attachment 1.

David Williams, Planning Division Manager, presented the following:

- Town owned Public Art
- Neighborhood meeting for 117-acre Residential Subdivision in Rancho Vistoso.
- Staff is reviewing plans for the apartments at San Dorado
