ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD
REGULAR SESSION
September 10, 2013

CALL TO ORDER AT OR AFTER 6:00 PM
Chair Sakellar called the meeting to order at 6:02 PM.

MOTION: A motion was made by Kit Donley, Member and seconded by Richard Eggerding, Member to Approve August 13 Regular Session Meeting Minutes, with the amended text in item 6 "5/0 vote", due to one Member of the Board stepping out of the room during the vote.
MOTION carried, 7-0.
Matt Michels, Senior Planner, presented his staff report which detailed the following information:

- Neighborhood Concerns
- Recommendation
Jeff Hunt, Cypress Civil Development, applicant for this proposed development stated they are interested in preserving as much open space as possible. Each lot will be individually graded and have it's own individual drainage plan. The proposed site will blend with the existing homes in the Stone Canyon area.
MOTION: A motion was made by David Atler, Vice-Chairman and seconded by Kit Donley, Member to Approve Subject to the conditions in Attachment 1
MOTION carried, 7-0.
Patty Hayes, Senior Planning Technician, presented her staff report which detailed the following information:

- Summary
Cornel Ionntescu, applicant, indicated that he would be happy to paint the building signs whatever colors are permitted and to meet Oro Valley Code requirements.
MOTION: A motion was made by Richard Eggerding, Member and seconded by David Atler, Vice-Chairman to Approve based on the finding that the Sign Criteria is consistent with the Rancho Vistoso PAD and the Oro Valley Sign Code and Principles.
MOTION carried, 7-0.

Bill Hallinan, applicant, stated that the current Sign Criteria for the Rancho Vistoso Center was established back in 1994. The proposed changes would update the color palette, letter type, size and location of the wall signs.
MOTION: A motion was made by Kelly Huber, Member and seconded by Richard Eggerding, Member to Approve based on the finding that the proposed sign criteria is consistent with the Rancho Vistoso PAD and the Oro Valley Sign Code and design principles.
MOTION carried, 7-0.
PLANNING UPDATE (INFORMATION ONLY)
Chad Daines, Principal Planner, provided the following Planning Division Updates:
- State of The Town is scheduled for September 26th.
- Launch of the General Plan
- Interviews are being scheduled to fill the upcoming vacancy on the Conceptual Design Review Board, with possible appointment by the Town Council in October.
- Maracay at Vistoso CSP which was recommended for approval back on August 13th was heard at Town Council on September 4th and was approved.
- Sun City Fitness Center Public Art which was recommended for approval on July 9th was heard at Town Council on September 4th was approved.
- The Shoppes at Oracle Public Art which was recommended for approval on August 13th was heard at the September 4th Town Council meeting and was also approved.
- The Community Academy is scheduled from October 10th through November 21st from 6-8 PM. There is no fee for Board and Commission Members. However private citizens will be required to pay a $50 fee. We encourage friends and family to attend.
- There are three upcoming Neighborhood meetings:
-- September 12th for the Olson Property Major General Plan in Council Chambers at 6 PM.
-- September 17th for the Miller Ranch Major General Plan in Council Chambers at 6 PM.
-- September 19th for the Vistoso Highlands Major General Plan in Council Chambers at 6 PM.
- There is currently one agenda item for the October 8th meeting for Rancho Del Cobre Model Home Architecture.
