Chair Eggerding led the Board and Audience in the Pledge of Allegiance.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting law, individuals Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

COUNCIL LIAISON COMMENTS

Lou Waters - Council Liaison, addressed the Board regarding the vacant seats on the Board. The application process will close within the next week to week and a half. After which time appointments to the Board will begin.

MOTION: A motion was made by Kit Donley, Member and seconded by Harold Linton, Member to Appoint Member Wycoff as the new Vice Chair of the Oro Valley Conceptual Design Review Board

MOTION: A motion was made by Harold Linton, Member and seconded by Bruce Wyckoff, Member to approve January 14, 2014 Regular Session Meeting Minutes

Matt Michels, Senior Planner, presented his staff report which included the following:

A letter from the Oro Valley Chamber of Commerce expressing support for the proposed project was presentedto the Board and Audience at the conclusion of Matt Michels presentation.

Bill Adler, Oro Valley Resident, suggested the building be constructed on a smaller scale to avoid a reduction in landscaping and setbacks.

MOTION: A motion was made by Kit Donley, Member and seconded by Harold Linton, Member to approve OV1313-30

REQUEST FOR APPROVAL OF CONCEPTUAL ARCHITECTURE BASIS PRIMARY SCHOOL, LOCATED WEST OF NORTH ORACLE ROAD IN PHASE 3 OF STEAM PUMP VILLAGE, OV1214-04

Staff did not present a formal presentation for Basis Primary School Architecture. Phil Carhuff of Carhuff+Cueva Architects presented the proposition to the Board, Staff and Audience as a courtesy.

PRESENTATION AND DISCUSSION:  UPDATE PUBLIC ART REQUIREMENTS


Vice Mayor Waters explained the process the Town Council underwent in order to change the Public Art Program. He provided a historical overview of the project and how the different pieces of the Amended Public Artwork Zoning Code came together.

Chad Daines, Principal Planner, updated the Board members on the Public Art Requirements, as they have been updated by Town Council. Mr. Daines provided Board members with the list of Public Art Design Principles, (Attachment 1), as well as the Public Hearing Information from the January 15, 2014 Town Council session, (Attachment 2).

ATTACHMENT 1 - AMENDED DESIGN PRINCIPLES

ATTACHMENT 2 - TOWN COUNCIL COMMUNICATION-JANUARY 15, 2014

Bill Adler, Oro Valley Resident, expressed his approval regarding the fact that this amendment will include a variety of art forms and went on to suggest the Public Art fee of 1% could be increased to 1.5 - 2%, to assist in funding Oro Valley events and festivals.  

PLANNING UPDATE (INFORMATIONAL ONLY)

Chad Daines, Principal Planner, provided the following updates:

Staff continues to review applications to fill the two Conceptual Design Review Board vacancies. Interviews will begin once the application process has concluded. The Your Voice Our Future committees are accepting applications. Should you have interest, the applications can be found on the Your Voice, Our Future website. The Coxco Site plan and Public Art, as well as the Sun City PAD sign exemptions will be heard by Town Council on February 19th, 2014. Future agenda items for the upcoming March 11th, 2014 meeting include the Saguaros Viejos subdivision which includes approximately 100 plus acres at Naranja and La Cholla.
