Walter Hogue of Rio Linda Vista introduced the consulting team Tri Miller, Karen Cesare and Carlos DeAlva.

Mr. Houge stated the developer would like to phase in the project and the bufferyards and create a bufferyard from Villa Balboa.
Karen Cesare of Novak Environmental reviewed the proposed Landscape Plan.
Carlos DeAlva of Sakellar and Associates reviewed the development plan, elevations and materials.
Matt Michels, OV Senior Planner, presented the staff report.
Michael Spaeth, OV Planning Intern, presented the staff report regarding architecture. Mr. Spaeth stated staff recommended approval with the conditions in Exhibit A.
Paul Keesler, OV Development Review Manager, stated a letter from ADOT will be required to allow the developer the option of not building the bus pullout. The pullout was a rezoning condition and at this point in the process should remain a condition.

Richard Strang, OV resident and President of the Villa Balboa Board of Directors spoke in support of the proposal.
John Scheuring, OV resident, stated he would like to meet with the landscaper regarding plant mitigation.
Bill Adler, OV resident, opined the proposal does not fit the zoning code.
Don Borham, OV resident, asked what the existing elevation and the finished elevation of the proposal would be.
Richard Benetar, OV resident said if the developer would be removing all the vegetation without building anything, there would be alot of noise for the residents of Villa Balboa. If this is the case, does the developer have any noise abatement in their plan?
Matt Michels, OV Senior Planner, addressed the comments and questions.
-the proposed uses are allowed per code
-landscaping as proposed, 3-1 mitigation, follows code
-water harvesting and it’s extent are not defined in the code
-elevations range from 5 feet higher to meeting grade
Karen Ceasar, Novak Environmental, stated the developer is willing to work with the community and the neighbors to mitigate over planting.
Mr. Hogue stated the plan is to be sensitive to the surrounding area and paving will be done at the time of sales or leases.
John Scheuring, OV resident, stated his concern regarding drainage.
Tri Miller responded that a flood wall will be constructed.

The applicant proposes senenteed (17) 5,000-6,000 square foot office buildings wiht on 15,000 square foot restaurant/retail building with a total of 109,000 square feet on a 14-acre site.
