Phillip Carhuff of Krebs Carhuff Architects Inc., deferred the presentation to staff.
David Ronquillo, OV Senior Planner, presented the proposal and reviewed the following:
- Location map
- Preliminary site plan
- Square footage
- Architecture elevations
Mr. Ronquillo made a correction in the staff report saying the building height would be 29 feet not 35 feet as printed in the staff report.
Mr. Ronquillo reviewed the adjacent buildings and said the proposed architecture meets the intent of the design guidelines. Staff recommended approval with the conditions in Exhibit A.
Mr. Carhuff reviewed the following:
- Elevations approved for the site
- Aerial site plan
- General building layout
Mr. Carhuff said the owners of Basis would like to have a more modern building.
Member Luckett asked if the developer anticipated any changes to the proposed architecture. Mr. Carhuff said the only change that may happen is to the east side of the building.
Member Luckett asked if the developer would consider adding some shading to the windows. Mr. Carhuff said the decision would come from the owners.
Member Anderson commented that the building style is modern and not southwestern as what is normal for Oro Valley.
Member Wowk asked if any solar studies had been done on the property and if there was any plan to do so. Mr. Carhuff responded they are considering some water harvesting.
Bill Adler, OV resident, said this is a good example of architecture that should be approved. Mr. Adler suggested the DRB ask for staff to update the Design Guidelines. Mr. Adler asked the DRB to ask the applicant to build to a LEED standard. This would be a great symbol to have an academic institution if it achieved a certified standing in terms of building sustainability.
Mr. Carhuff said the building has to be opened by August 1, 2010, and we do not have the luxury of time at this point.
Member Ottley asked if the building could be LEED certified after it is built. Mr. Carhuff responded it is more costly to do after a building is built.
Member Luckett said most materials used now have some LEED components to them and certification is very costly to owners. We contribute to LEED but we do not have the document.
Mr. Carhuff said we are trying to employ some of the LEED concepts.
MOTION: A motion was made by Member Luckett and seconded by Member Shelton to approve OV13-10-03, BASIS School Inc., represented by Krebs Carhuff Architects Inc., architectural elevations for a school building within Phase 3 of the Steam Pump Village Development subject to the conditions of Exhibit A.
Vice Chair Schoeppach said when he reviewed the plans he had reservations about the appearance, but the Board has on several occasions approved more modern designs.
Chairman Gribb said the buildings surrounding the location are of a more traditional architecture but moving in a contemporary direction, and this project just takes it one step further.

David Ronquillo, OV Senior Planner, gave an update on Planning & Zoning related items for future Town Council meetings.
