Call to Order at or after 5:00 p.m.


Vice Chair Nagy called the meeting to order at 5:00 p.m.

Call to the Audience


Opened and closed without comment.

IV.

Approval of Minutes: June 8, 2009 and June 15, 2009


MOTION: A motion was made by Commissioner Baughman and seconded by Commissioner Spoerl to approve the June 8, 2009, Historic Preservation Commission (HPC) minutes.
 
MOTION carried, 5-0
 
MOTION: A motion was made by Commissioner Baughman and seconded by Commissioner Pullara to approve as amended the June 15, 2009, HPC minutes.

V.

Presentations


A.

Report on 2009 Arizona Statewide Historic Preservation Partnership Conference


Commissioner McClung gave a brief update of the Historic Preservation Conference.

Bob Baughman presented Diane Chapman with a card for retirement.

Vice Chair Nagy added her experience at the conference.

B.

Cultural Resources Inventory Consultant Team


John Ravesloot, of William Self and Associates (WSA), non resident, presented the Cultural Resources Team and reviewed the phases and tasks.

Scott O’Mack, non resident, reviewed the following:
-Archival Research and potential sources
-Historic Context Narrative
-Initial Survey of Cultural Resources
-Detailed Survey and Documentation
-Preservation Plan

Commissioner Baughman requested a copy of WSA’s application. 

Commissioner McClung requested a copy of WSA’s Power Point presentation.

Mr. Ravesloot reviewed the proposed dates and milestones for phase one and two.

Commissioner Baughman requested an open house be held to present the draft proposal fro WSA.  This would allow residents the opportunity to review the proposal and comment.  Vice Chair Nagy agreed.

Mr. Ravesloot said the Commission, Town and Self and Associates would put the Open House together.   Paul Popelka, OV Assistant Planning & Zoning Director said the idea is to pair the Cultural Resources with the upcoming Environmentally Sensitive Lands Ordinance (ESLO) to draw more people and the OV Communications Department would be involved in community outreach.

Mr. Ravesloot said there needs to be a concerted effort made to inform the public; one idea may be to have a public meeting at Steam Pump Ranch.

A.

Special Session meeting schedule


Paul Popelka confirmed a meeting is scheduled for Monday August 3, 2009, Special Session and a Regular Session on August 10, 2009.

MOTION: A motion was made by Commissioner Baughman and seconded by Commissioner Spoerl to meet on August 3, 2009 at 5:00 p.m.

B.

Commission vacancy and appointments


Paul Popelka introduced Ed Hannon as the newest member of the HPC, pending Town Council approval.

VII.

Discussion and possible action regarding Steam Pump Ranch


A.

Status of Steam Pump Ranch designation


Vice Chair Nagy gave an update on the application for Steam Pump Ranch to be listed as a National Historic Site.  

Commissioner Baughman requested Councilmember Latas make a phone call to the State Historic Preservation Office, and requested Mr. Popelka call Mr. Garrison to express appreciation.

B.

Funding options for building and site improvements


Scott Nelson, OV Special Projects Coordinator, informed the HPC that the Arizona Parks Board emailed to say their number two priority is to restore the Heritage Grants.

C.

Update on Pumphouse


Scott Nelson, OV Special Projects Coordinator, said tarps have been put in place to protect the pump house.  Two windows on the porch of the Pusch house were lost to the monsoon.  The windows were in an area slated to come down.

D.

Salvage of photographs and documents


Commissioner Spoerl said Tuesday, July 28, 2009, at 9:00 a.m. and Saturday, August 1, 2009, at 9:00 a.m. are the scheduled dates and times for working on the pictures, pending the Town having physical possession of the photographs.  This will be held in the Hopi room and it is anticipated being an all day event.  Commissioner Spoerl said these two dates will not be open to volunteers, only to Commissioners.  Commissioner Spoerl will email the details to the HPC. 

E.

Steam Pump Ranch Site Access Protocol


SPR Site Access Protocol

Scott Nelson, OV Special Projects Coordinator, reviewed the protocol and said information was solicited from Building Safety, Finance, Police, Parks and Recreation, Planning and Zoning, Town Attorney and the Town Safety Officer. 

Vice Chair Nagy called for a five minute recess so the Commission could review the protocol. 

The meeting resumed at 6:05 p.m.

Discussion followed:
-written well
-protect people and the site
-who will review and approve applications
-the site is fragile
-application should include the purpose of the visit
-number of groups should be limited
-one tour weekly or bi-weekly
-do we allow K-16 students
-do we have good information to provide the teachers or facilitators

Joe Bream, OV Intern, responded the verbiage was recommended so the Town Manager or Scott Nelson would have approval authority.

Commissioner Spoerl suggested clarification that this agreement supersedes the Historical Society agreement that is currently in place.

The HPC agreed to Table any action until staff can present a new draft addressing the discussion at today's meeting.

MOTION: A motion was made by Commissioner Baughman and seconded by Commissioner McClung to Table action until such time that staff can present a new draft based on the discussion today.

Discussion and possible action regarding Environmentally Sensitive Lands Ordinance


A.

Review definition for paleontological resource


Paleontological Resource

Vice-Chair Nagy reviewed the proposed draft for the definition of paleontogical resource.

MOTION: A motion was made by Commissioner Baughman and seconded by Vice Chair Nagy approve the definition paleontological resource as: Plant and animal fossils preserved in stone.
 
David Williams, non resident, said if there is a common definition of a word, that word would not be included as a separate term.  Our intention is to have a series of ESL items on the agenda for August 3, 2009.

MOTION carried, 5-0
 
IX.

Announcements


Commissioner Baughman expressed good will to Sarah More and Diane Chapman.

Vice Chair Nagy reminded members of the HPC of a training session for all board and commission members.
