REVIEW AND/OR APPROVAL OF THE SEPTEMBER 9, 2013 REGULAR SESSION MINUTES

MOTION: A motion was made by Commissioner Trail and seconded by Commissioner Thomae to approve the minutes as presented.

ROLE OF THE HISTORIC PRESERVATION COMMISSION PRESENTED BY TOBIN SIDLES, DIRECTOR - LEGAL SERVICES - DISCUSSION


Director of Legal Services Tobin Sidles reviewed all 24 powers and duties of the HPC, as outlined under the Town Code, Section 6-10-5.

Mr. Sidles explained that the HPC is a resource for the Parks and Recreation Advisory Board (PRAB) and the Parks and Recreation Director. The Director may take recommendations made by the Commission to the Town Council.

Parks and Recreation Director Kristy Diaz-Trahan stated that the Commission started out as a Planning and Zoning function and when the documents were written, the intent was to reflect that placement. The HPC duties reference working collaboratively with PRAB.

Note: During the 12/02/13 Historic Preservation Commission Meeting, the Commission requested that the following verbiage be included in the 11/04/13:

The Town of Oro Valley was awarded a Certified Local Government (CLG) status in May 2009. In order to receive this designation, the Town of Oro Valley was required to maintain a Historic Preservation Commission, which it had established in 2006. The HPC was originally staffed by the Planning and Zoning Department but is now served by the Parks and Recreation Department.

ARIZONA ARCHAEOLOGY & HERITAGE AWARENESS MONTH EXPO UPDATE - DISCUSSION


Recreation Manager Lynanne Dellerman explained that the Expo will include Steam Pump Ranch pit house demonstration, garden and ranch tours. The event will be at Catalina State Park on Saturday, March 29th. There will be a table for the Commission, staff and any of the historically significant groups in the Town.

DIRECTOR’S REPORT (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


Ms. Diaz-Trahan reported on the following:
- The Farmer's Market has been a success at Steam Pump Ranch.
- The Fall Festival was a huge success and well attended.
- Second Saturdays are planned out for the next six to eight months. Through a partnership with Archaeology Southwest, they have built a pit house replica.
- The Pima County Bond Advisory Committee has postponed the project for at least one year. Steam Pump Ranch improvements and implication of the Master Plan is still a tentatively approved project. Starting in February, the Bond Committee will be reviewing projects in clusters by topic (historic cluster, parks and recreation cluster, revitalization, etc.). Ms. Diaz-Trahan will present on behalf of the Town for historic items and support work at Honey Bee Preserve on behalf of Pima County and trail work from Steam Pump Ranch under Oracle Road into Catalina State Park.
- Archaeology Southwest has provided a proposal for partnership work and they would like to present next month to this Commission.

ANNOUNCEMENTS (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


- Commissioner Lane stated that Joyce Rychener would like to work with the Arizona State Museum to incorporate a pottery element at Steam Pump Ranch. This would include museum pottery exhibits and demonstrations. 
- Commissioner Lane requested a tour for the Arizona State Museum docents.
- Commissioner Trail stated that Joyce Rychener requested her assistance with fundraising for a Historical Society event. She is willing to assist as a citizen.

6.

FUTURE AGENDA ITEMS (THE HISTORIC PRESERVATION COMMISSION MAY BRING FORTH GENERAL TOPICS FOR FUTURE MEETING AGENDAS. DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION.)


- Archaeology Southwest presentation.
  - Clarification on the bond project.
  - Clarification regarding pump house restoration.
  - Discussion regarding the Work Plan.

PURSUANT TO THE ARIZONA OPEN MEETING LAW, INDIVIDUAL COMMISSION MEMBERS MAY ASK TOWN STAFF TO REVIEW THE MATTER, ASK THAT THE MATTER BE PLACED ON A FUTURE AGENDA, OR RESPOND TO CRITICISM MADE BY SPEAKERS. HOWEVER, THE HISTORIC PRESERVATION COMMISSION MAY NOT DISCUSS OR TAKE LEGAL ACTION ON MATTERS RAISED DURING "CALL TO THE AUDIENCE." IN ORDER TO SPEAK DURING "CALL TO AUDIENCE" PLEASE SPECIFY WHAT YOU WISH TO DISCUSS WHEN COMPLETING THE BLUE SPEAKER CARD.

Chair Guyer returned to the Call to the Audience agenda item.
