Chair Thomae called the meeting to order at 5:00 p.m.

Educational opportunities for Historic Preservation Commission members to attend


Ms. Dellerman reminded the Commissioners of the Historic Preservation Conference in June and asked that Commissioners please register early.  She also reminded new Commissioners of opportunities at the Ranch.

REGULAR AGENDA

1.

INTRODUCTION OF NEW COMMISSIONERS DANIEL BIEL AND TIMOTHY BOHEN


Chair Thomae introduced the new Commissioners.  Commissioner Bohen described his interests and background and expressed his continued desire to reside in Oro Valley. Commissioner Biel shared his interests and offered past experiences that can be helpful to the Commission.

UPDATE FROM THE ORO VALLEY HISTORICAL SOCIETY (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


Jim Williams President of the Historical Society told about an orientation program in February at Steam Pump Ranch that describes the society and history of the Ranch.  He reminded the Commissioners about the fundraiser on March 12, 2018 at Z Mansion, 5-8 pm.  In March, the Historic Society will hold an annual meeting, with guest speaker Andy Lorenzi. Mr. Lorenzi will speak about the Pusch Ranch in the San Pedro River Valley. Mr. Williams also described the release of his upcoming book about the time period 1865-1965 in Oro Valley. The proceeds will benefit the Historical Society.

HISTORIC LAND SURVEY MARKERS, PRESENTATION BY GUEST SPEAKER CLIVE PROBIN (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


Clive introduced himself and provided some background. He presented a slide show depicting geological survey markers, their placement and value. He explained how to read a survey marker and showed a map of Oro Valley townships. Further information contained examples of survey notes, types of markers, photos of surveyors, and maps. Clive offered some recommendations for the Town to document, recognize markers, and to keep records of markers that are under potential threat of removal by developers.

ELECTION OF CHAIR OF THE HISTORIC PRESERVATION COMMISSION EFFECTIVE FEBRUARY 6, 2018


MOTION: A motion was made by Commissioner Huff and seconded by Vice Chair Ohlson to accept re-election of Chair Thomae for the position of Chair of the Historic Preservation Commission

ELECTION OF VICE CHAIR OF THE HISTORIC PRESERVATION COMMISSION EFFECTIVE FEBRUARY 6, 2018


MOTION: A motion was made by Chair Thomae and seconded by Commissioner Huff to accept re-election of Vice-Chair Ohlson for the position of Vice-Chair of the Historic Preservation Commission

UPDATE BY LYNANNE DELLERMAN ON THE ORO VALLEY LOCAL REGISTRY OF ORO VALLEY COUNTRY CLUB ESTATES (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


Ms. Dellerman explained the meeting she had last week where she met with a resident and member of the Oro Valley Country Club Estates about the implementation of a registry. University of Arizona professor Gina Chorover offered information and help with development of qualifying a registry, or a narrative of the history of homes, or an evolution of the community. Commissioners sought several points of clarification.

DISCUSSION AND POSSIBLE ACTION ON HAVING A BOOTH AT “Celebrate Oro Valley Then and Now” APRIL 13, 2018 EVENT


Ms. Dellerman explained there may be a change in venue, she further described how the event will take place, beginning with a "meet and greet".  She provided some of the associations that will contribute booths. Chair Thomae explained that the April 13, Celebrate Oro Valley Then and Now event is an excellent opportunity for SPR and its history to be highlighted. He expressed his opinion on the pros and cons of setting up a booth portraying the HPC. Chair Thomae agreed to attend the Celebrate Oro Valley then and Now and man a booth for an hour with a presentation.

8.

DISCUSSION AND POSSIBLE ACTION ON ADDITIONAL ITEMS (NON-CAPITAL IMPROVEMENT PROJECTS) FOR NEXT FISCAL YEAR BUDGET


Chair Thomae repeated last months budget items and requested any non-CIP requests items under $5000 be offered
a. funding of the 2.5 Oral History project
b. funding for local registry and intern for same
c. potential wood replacement at chicken coops if under $5000 cap.
d. funding for capturing and documenting preservation progress at SPR using non traditional media, arial photography

MOTION: A motion was made by Chair Thomae and seconded by Vice Chair Ohlson to accept to accept non-CIP item 8a. for next fiscal year budget

9.

REPORT BY LYNANNE DELLERMAN ON STEAM PUMP RANCH MAJOR IMPROVEMENTS AND CHANGES (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


Ms. Dellerman explained:
1. Pusch house repairs were put in as a change order using a small portion of the SPR $54,000 funds.
2. Work is underway with a commitment to finish quickly with quality being priority.
3. Next chicken coop workshop is March 24, 2018

10.

DEPARTMENT REPORT (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)


- Friday Mar 23, 2018 10 am, ribbon cutting of new park and entry way into Honeybee Preserve
- essay contest information was sent out
- all CIP requests made by the Commission for the budget were submitted

FUTURE AGENDA ITEMS - (The Historic Preservation Commission may bring forth general topics for future meeting agendas. Discussion must be limited to information and clarification). Next Historic Preservation Commission meeting tentatively scheduled for Monday, March 5, 2018 to begin at 5:00 p.m.

Chair Thomae requested a discussion about having OV Historical Society present photos that were found at Steam Pump Ranch
