ROLE OF THE HISTORIC PRESERVATION COMMISSION  - DISCUSSION & POSSIBLE ACTION

Ms. Diaz-Trahan reviewed the two documents which were handed out:
 - Section 21.9 outlines the powers and duties of the Historic Preservation Commission as part of the general plan.
 - Article 6-10 is the Historic Preservation Code. This is the guiding document for this commission, historic designation, planning and zoning,  construction, etc.

Ms. Diaz-Trahan explained that this item is being reviewed because she attended the Historic Preservation Conference this year and attended a workshop which reviewed the roles of a historic preservation commission and she came to the conclusion that some actions and agenda items may not fit the roles. She referred to Article 6-10, Section 6-10-5 under Section F (Powers and Duties). The majority of the duties deal with design guidelines.

Ms. Diaz-Trahan recommended inviting the Town Attorney to attend the meeting in October to clarify from a legal standpoint. She stated that the handouts may be reviewed by the commission members in preparation for the next meeting.

Commissioner Hannon pointed out that when the commission was first established, it was part of the Planning and Zoning Department and the document has that role in mind, but since the commission was transferred to Parks and Recreation, it has gone a different direction.

5.

SETTING THE DIRECTION FOR THE ANNUAL WORK PLAN - DISCUSSION & POSSIBLE ACTION

Ms. Diaz-Trahan stated that Chair Guyer had three items she was interested in covering for the work plan but it may be best to hear the Town Attorney's feedback on the role of the commission first. The commissioners agreed and this item will be tabled.

Ms. Diaz-Trahan discussed holding shared meetings with the Historic Preservation Commission and the Parks and Recreation Advisory Board at the end of the year or in January.
