STUDY SESSION
February 4, 2013

CALL TO ORDER AT OR AFTER 5:00 P.M.
Chair Guyer called the meeting to order at 5:00 p.m.

Guest speaker Ralph Comey, Architect, discussed the process involved in establishing neighborhoods on the historic registry. He reviewed the following:
~ Properties 45 years or older are considered historic.
~ The State Historic Preservation Office must agree with the nomination.
~ Suffolk Hills has been discussed and may be approved on the historic registry.
~ He is documenting Jostler houses in the Catalina Foothills.
~ He completed historic houses Virginia Heights which are expected to be approved.
~ Nominations ultimately go to the National Registry of Historic Places.
~ Archeological sites may also be nominated.
~ When listed, the property receives special recognition that may increase property value and offers a property tax write-off.
~ A historic property may lose its designation if remodeled.
~ Nominating a neighborhood is a detailed process dealing with various criteria:
a) relationship of property to the neighborhood.
b) Distinctive persons living in the neighborhood.
c) Architecture.
~ Submittals must include the following:
- Map of contributors and non-contributors.
- Physical description.
- History description.
~ A consultant would assist to get properties reviewed for designation.
~ 50% of houses in the neighborhood must be historic before the neighborhood qualifies as historic.
~ Distinctive properties can be historically significant without having distincive architecture.
MOTION: A motion was made by Commissioner Lane and seconded by Commissioner Hannon to adjourn the meeting at 5:50 p.m.
