APPROVAL OF JULY 14, 2009 REGULAR SESSION MINUTES


MOTION: A motion was made by Vice-Chair DeLaney and seconded by Member Roberts to approve the July 14, 2009 regular session minutes as written.

MOTION carried, 4-0.

UPCOMING MEETING ANNOUNCEMENTS


 ~ Town Council regular session meeting will be on August 19, 2009 at 6:00 p.m.
 ~ Arizona Parks and Recreation Association Conference on August 24 - 28, 2009.  Boards and Commissions Day is August 27, 2009.
 ~ Town offices are closed on September 7, 2009 for Labor Day.
 ~ Next Parks and Recreation Advisory Board meeting is scheduled for September 8, 2009.
 ~ State of the Town Luncheon will be on September 29, 2009.
 ~ IronKids Event is on October 3 - 4, 2009.
 ~ Deadline for submittal of agenda items/packet materials/presentations for the September 8, 2009 Parks and Recreation Advisory Board meeting is August 26, 2009.

PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT


Council Member Abbott was not present.

4.

TRANSFER OF WALMART DONATED FUNDS FROM NARANJA TOWN SITE TO STEAM PUMP RANCH - DISCUSSION AND POSSIBLE ACTION


The funds that Wal-Mart donated to be used for Naranja Town Site may be redirected to fund Steam Pump Ranch.  Council Member Latas and Assistant Town Manager Jerene Watson spoke to Wal-Mart about the proposal.  Wal-Mart has an external process to authorize donated fund changes and they have not responded to the Town with a decision at this time.

5.

UPDATE ON IRONKIDS EVENT AT JAMES D. KRIEGH PARK - DISCUSSION


This event is a triathlon for children and will be held on October 3 - 4, 2009 at James D. Kriegh Park.  The Police Department and Parks and Recreation are working with IronKids on the details.  

The event on Sunday will be a national championship.  There will be approximately 250 competitors.    

Further discussion followed regarding:
 ~ Event schedule.
 ~ The church schedules should be checked for Sunday traffic purposes.
 ~ The public at the dog park should be informed about the event.  
 ~ The press should be informed.

6.

PROVIDING OFF SITE SIGNIFICANT TREE MITIGATION ALTERNATIVES FOR THE DEVELOPMENT OF DESERT LANDSCAPES IN ORO VALLEY - DISCUSSION


Parks and Recreation Director Ainsley Legner explained that Town Code requirements can cause developers to plant trees too close together.  This proposal helps to mitigate the issue by providing tree removal where necessary.  This board recommended moving forward with the project at last month's meeting and Parks staff is ready to accept trees into the nursery.

7.

UPDATE ON INTERPRETIVE SIGNAGE FOR ORO VALLEY PARKS - DISCUSSION


Member Scheuring gave the following update:
 ~ There was a project team meeting on July 20, 2009. 
 ~ There are several drafts for signage at Canada Del Oro Riverfront Park, James D. Kriegh Park, and West Lambert Lane Park. 
 ~ The next project meeting will be on September 3, 2009. 
 ~ Pannier Graphics is recommended by Pima County Parks and Recreation for the signage work.  Once the details are known, Procurement Administrator Brian Garrity will complete the contract.  
 ~ Member Scheuring recommends Graphic Designer Amy Frissore. 
 ~ This project including the 3-dimensional art figures will be on the September 1, 2009 Oro Valley Art Advisory Board agenda for their review regarding the art and the artist.  If approved, this item will go to the Town Council.

8.

DISCUSSION REGARDING POSSIBLE CHANGES TO THE TENUOUS REFUGE ART AT CAÑADA DEL ORO RIVERFRONT PARK - DISCUSSION AND POSSIBLE ACTION


Member Scheuring discussed changes for the art located at Canada Del Oro Riverfront Park, called "Tenuous Refuge". 
He described the art:
 ~ It has eight brass plaques.
 ~ It has seven portholes to target features in the Catalina Mountains.
 ~ The artist, Paul Edwards, erected this piece in 2000.  He passed away in 2007.
He reviewed these findings:
 ~ Two porthole views are blocked by trees that have grown since the installment. 
 ~ Three portholes point to features which are wrongly identified. 
 ~ Several of the written messages are confusing. 
He recommends the following:
 ~ Replace original plaques with new plaques and leave the title plaque.
 ~ Adopt a "Pusch Ridge" focus as the only feature seen from the art piece
 ~ Plug three of the portholes whose views are either marked incorrectly or are blocked.
 ~ Correct identification on three portholes.
 ~ Create two additional portholes to view Pusch Ridge and Bighorn Peak.

The Board discussed the following:
 ~ New holes could cause structural problems. 
 ~ The new artist would need to have certification.
 ~ Engineers should be consulted on how construction could affect the art.

MOTION: A motion was made by Vice-Chair DeLaney and seconded by Member Roberts that the Parks and Recreation Advisory Board accept the recommendations regarding the Tenuous Refuge artwork at Canada Del Oro Riverfront Park and that those recommendations be transmitted to the Oro Valley Arts Advisory Board on September 1, 2009.

MOTION carried, 5-0.

9.

NON-PROFIT FUNDING FOR DOG PARKS IN ORO VALLEY PARKS - DISCUSSION AND POSSIBLE ACTION


Karen Chatterton presented the following:
 ~ There is an issue with dogs off leash at the parks.  
 ~ Dogs need a large, open space to play fetch games.
 ~ Fields are sometimes used as off leash areas.
 ~ The James D. Kriegh dog park is not ideal for fetch games.
 ~ Naranja Town Site has off leash dogs on trails.
 ~ There are no off leash dog areas with both throwing areas and trails. 
 ~ Marymoor Park has an off leash dog area and netted fields.  A volunteer group called SODA (Save Our Dog Areas) built the area.  SODA helps groups establish similar dog areas. 
 ~ The Town could create paths with fences that open out into a wide area.
 ~ Fees could be charged for parking.
   
Parks and Recreation Director Ainsley Legner, Parks Manager James Gardner and Board Member Karen Chatterton plan to meet and look into this item early next month.

DISCUSSION REGARDING THE FOURTH OF JULY EVENT AT CAÑADA DEL ORO RIVERFRONT PARK - DISCUSSION AND POSSIBLE ACTION


This item was postponed until the next meeting.

BOARD AND COMMISSION LIAISON REPORTS


a. CHAIR DONE - FINANCE AND BOND COMMITTEE

The Finance and Bond Committee has not seen a financial statement since December 31, 2009.

b. VICE-CHAIR DELANEY - TOWN COUNCIL

Past Parks and Recreation Advisory Board Chair Dennis Ottley received a plaque for his dedication and service. 

c. SUSANNAH MYERSON - PLANNING AND ZONING COMMISSION

No report.

d. GREG ROBERTS - HISTORIC PRESERVATION COMMISSION

No report.

e. KAREN CHATTERTON - DEVELOPMENT REVIEW BOARD

 ~ The Board will discuss McDonald’s signs at the meeting this evening.  
 ~ At the last meeting, they discussed a variance to increase the height of the lights at Ventana Medical Park.  
 ~ The houses at the trail head at Tangerine were approved at the last meeting.

PARKS & RECREATION DIRECTOR’S REPORT


~ This week, four staff members will attend the Incident Command Training presented by the Police Department.  The training teaches how to respond to a catastrophic event. 
~ The following items will be discussed at the August 19, 2009 Town Council meeting:
    - Recreation room lease.
    - Appointment of Kit Donley to the Pima County Bond Advisory Board.
    - Appointment of Ali Boelts to the Parks and Recreation Advisory Board. 
 ~ Please submit agenda items, presentations and handouts to staff according to the schedule for the Chair to review.
