Chair Scheuring called the meeting to order at 6:32 p.m.

APPROVAL OF JUNE 19, 2012 REGULAR SESSION MINUTES

ELECTION OF PARKS AND RECREATION ADVISORY BOARD CHAIR - DISCUSSION AND POSSIBLE ACTION


MOTION: A motion was made by Member Bishop and seconded by Vice Chair Chatterton to nominate Jack Stinnett as chair of the Parks & Recreation Advisory Board.

MOTION carried, 5-0.

ELECTION OF PARKS AND RECREATION ADVISORY BOARD VICE-CHAIR - DISCUSSION AND POSSIBLE ACTION


MOTION: A motion was made by Member Bishop and seconded by Vice Chair Chatterton self-nominate (Sue Bishop) as vice-chair of the Parks & Recreation Advisory Board.

MOTION carried, 5-0.

4.

FIELDS SPACE ISSUE - DISCUSSION AND POSSIBLE ACTION


Parks Recreation Library & Cultural Resources Director Ainsley Legner reported that Member Durfee and Member Bishop met with the Town Manager on this issue. Member Bishop indicated that no decision was made but there will be a continuing conversation. Ms. Legner commented that the Town’s strategic plan process is upcoming and involves quality of life issues and goals. Council Member Snider added that enhanced recreational facilities were a goal and ideas should be brought forth.

5.

DOG PARK STUDY - DISCUSSION AND POSSIBLE ACTION


Member Chatterton provided a presentation and discussed the advantages and disadvantages of the James D. Kriegh dog park. She also discussed the following:
~ Dogs are found off leash at Naranja Park and West Lambert Lane Park.
~ Owners prefer grassy areas to play with their dogs off leash.
~ There is a shortage of off-leash training areas.
~ Turf is cooler but wears and it is more labor intensive. Some dog parks have decomposed granite or pea gravel.
~ There are no off leash hiking trails. There are current Oro Valley expansion plans at Naranja and Riverfront, but no ability to address the off leash hiking issue.
~ Riverfront Park off-leash expansion plan is for 10,000 square feet but funding may no longer be available. There is a better chance for funding at Naranja Park.
~ Animal fairs could provide revenue for the area.

Vice-Chair Chatterton recommended moving forward with the Naranja Park off-leash dog area to the best ability prior to getting the infrastructure.

CALL TO AUDIENCE: Resident Carrie Shockley stated that the James D. Kriegh dog park has the following issues:
~ Concrete harms her dog’s paws.
~ The structure is not good for high energy dogs.
~ The running area is too small.
~ The water area should be further out. 

Member Hickey suggested partnering with the Hohokam Park in the interim. Ms. Legner offered to contact them and look into it. 

6.

STATUS OF RECOMMENDED MODIFICATIONS TO TENUOUS REFUGE PUBLIC ART - DISCUSSION AND POSSIBLE ACTION


Ms. Legner reported that the Development & Infrastructure Services Department has completed an analysis of all Town owned art pieces and they are developing a list of mitigations, remedies and repairs for the publically owned art in Oro Valley. That report is not ready, but Tenuous Refuge is at the top of the list. 

7.

UPDATE ON CURRENT PARKS AND RECREATION PROJECTS - DISCUSSION AND POSSIBLE ACTION


a. AQUATICS CENTER ENHANCEMENTS

Ms. Legner reported that the 50-meter pool is open for public lap swimming and for the local swim teams. There was a Milestone Celebration and the Town Council jumped in the pool. This week they will start to dig the recreational pool and expand the deck space around the 50 meter pool. The project is scheduled to be done in early March. There will be a statewide meet in March and in 2014, the Town will host a national synchronized swim meet.

b. RESTROOMS ON THE CDO LINEAR TRAIL AT STEAM PUMP RANCH

Ms. Leger reported that the Fall Festival at Steam Pump Ranch was last weekend. This event was made possible because the joint-use restroom is complete. As soon as the Linear Park is complete, staff will open an access from the Linear Park to that restroom. 

c. ARCHERY AT NARANJA PARK

Ms. Legner stated that there will be a ribbon cutting event at the Oro Valley Archery Range at Naranja Park on Thursday, November 1, 2012 at 5:00 p.m. Fine grading is being done and the targets have been purchased. Signs will go up soon. Ms. Legner showed a map of the trail access in the lower area of the Park.

8.

ADDITIONAL INTERPRETIVE SIGNAGE - DISCUSSION AND POSSIBLE ACTION


Chair Scheuring stated that this board had 45 small identification signs and seven large panel signs installed using Parks & Recreation in-lieu funds. These signs are at the Linear Park, West Lambert Lane and James D. Kriegh. 

Chair Scheuring recommended a panel sign be added to James D. Kriegh Park stating: "Welcome to the Nature of James D. Kriegh Park". Ms. Legner added that the cost would be low enough to cover with in lieu fees (approximately $750).

MOTION: A motion was made by Vice Chair Chatterton and seconded by Member Wickstrom to add a panel sign to James D. Kriegh Park stating: "Welcome to the Nature of James D. Kriegh Park".

MOTION carried, 5-0.

9.

GENERAL PROCESS FOR MEMORIALS AT ORO VALLEY PARKS - DISCUSSION AND POSSIBLE ACTION

Ms. Legner explained that with assistance from this board there is now a memorial policy approved by the Town Council and the public can donate for memorials online.

10.

ADOPT A TRAIL CLEAN UP DATE - DISCUSSION AND POSSIBLE ACTION


The group scheduled the clean up date for Tuesday, November 27, 2012 at 9 a.m. They will meet at the Parks & Recreation office.

11.

DIRECTOR’S REPORT (Discussion must be limited to information and clarification)


~ Staff members attended the Arizona Parks & Recreation Association conference in August for training.  
~ Ms. Legner thanked Chair Scheuring and Vice-Chair Chatterton for their service.

The next Parks & Recreation Advisory Board meeting date will be Tuesday, January 15, 2013 at 6:30 p.m.
