MOTION: A motion was made by Member Hickey and seconded by Member Hallin to approve the minutes as written.

MOTION carried, 5-0.

Parks & Recreation Director, Kristy Diaz-Trahan explained Parks and Recreation is working with Water Utility to create youth scholarships for parks and recreation programs. The benchmarks mirror the free and reduced school lunch programs. If a child qualifies for a free lunch, they get 75 percent off programs and if they qualify for a reduced lunch, they get 50 percent off programs. The funds will come from Water Utility clients rounding up their bills to the nearest dollar or donating a lump sum.

MOTION: A motion was made by Member Hickey and seconded by Member Sutton-Ryan to approve and support the round-up scholarship program.

A.	PRESENTATION

Principal, Project Manager, Landscape Architect Donald McGann of McGann & Associates presented the following: 
- Population growth in Oro Valley by age 
- Developed and undeveloped park acreage  
- Naranja Park Master Plan leading into Park System Master Plan Update
- Guiding principals 
- Data collection and findings
- Planning process/schedule
- Major program elements
- Project site 

Mr. McGann said recommendations will be taken to Town Council and come back to the Board in 60 days. He reviewed the draft site improvements.

The Board discussed the following:
- Basketball courts would be more popular than sand volleyball courts  
- Trails and walking space should be included
- Build parking around the park, add drop off zones and trails to access parking
- Access to the park from neighborhoods
- Area for parents to walk around and siblings to play near fields
- Access to Tangerine
- Mountain biking loop around the property  
- Space is too limited for a Town operations center

BWS Architects Design Principal Frank Slingerland described the draft program elements for the recreation center.

Discussion ensued regarding:
- Concerns with fitness equipment in the recreation center
- Event center and access/traffic problems from Naranja 
- Community interest in a multi-generational center
- Meeting rooms may compete with local hotels  
- Event center would take too much space and cause parking problems
- Event center not appropriate for Naranja park
- Static park displays should be included
- Universal access
 
The Board agreed to keep the event center in the plan as a future option but not until closer to the end of the project. Ms. Diaz-Trahan will keep it in the Town Council information for October 1, 2014 as a non-priority and first a footprint and cost benefit will be needed.

MOTION: A motion was made by Chair Stinnett and seconded by Member Hallin to support the Naranja Park programming elements presented excluding the Events Center from the base plan, but considering it as an option after reviewing the economics.

Member Corning presented a list of recommendations she made with staff. These recommendations are for improved trail systems within the Town of Oro Valley.

C.	BIKE AND MULTI-USE PATHS

Member Wade reported on the Tucson/Pima County Bicycle Advisory Council:
- CDO Linear Path will connect from La Canada to La Cholla
- Pima County is working to connect to Catalina State Park
- Signage for on street bike path on Naranja, east of La Cholla
- Policies and standards to establish uniformity
- Reapply to League of American Bicyclists as a region or individually
- Volunteers needed for bike counts in October
- Subcommittee sending letter to Pima County, Marana and Oro Valley stating concerns about bike lanes on Moore Road

D.	YOUTH SPORTS

Member Sutton-Ryan presented a PowerPoint and discussed the following:
- Youth sports field space needs
- Adult sports field space needs
- Increased field availability would lead to potential revenue increases for Oro Valley

E.	ARTS AND ORO VALLEY YOUTH ADVISORY COUNCIL

Chair Stinnett provided the following report:
- Dive-In movies are over for the summer, will start again in May
- They collected input for the Naranja Park development
- Three members are volunteering on the Your Voice, Our Future committee

F.	OTHER ASSIGNMENTS

Member Hickey shared information on the following small areas and suggested transforming them into small parks:
- Trail head access with lizard sculpture bench area
- Rattlesnake art, north on La Canada could become a linear park
- Area on Lambert, left and Pusch View Lane with two ramadas
- One acre area across the wash on the south side at Pusch View Lane

Ms. Diaz-Trahan thanked Member Hickey for his research and said she will share the information with Multimodal Planner Nancy Ellis as she prepares her work for the Master Plan.

Ms. Diaz-Trahan said there was positive feedback and good participation. Next year, it will be at the Hilton El Conquistador in Oro Valley. She is the conference Committee Chairperson. The Board will be engaged in the training.

Ms. Diaz-Trahan gave a brief overview on the following:
- Amphibious Athletes, Archaeology Camp and Art at the Ranch 
- Fall Program Guide
- Oro Valley Little League hosted tournaments 
- Put Me in Coach event
- Power User Groups (PUG) Committee
- Doggie Dash n' Dawdle event
- Fall Festival at Steam Pump Ranch 
- Dare to be 100 Silver Citizens event
- Capital projects

Bike and Multi-use Path report will include the topic of a multiuse path at Naranja.
