PLEDGE OF ALLEGIANCE - Chair Mason Led the group in the Pledge of Allegiance.

CALL TO AUDIENCE - No Comments were received.

STAFF LIAISON REPORT

- The Town Council approved, for the Oro Valley Marketplace, a PAD Amendment and revised the Master Development Plan/Conceptual Site Plan.
- Budget and Finance Staff held interviews for the two vacancies on the Commission and five candidates were interviewed. Two candidates will be presented at the next Town Council meeting. The Commissioners will likely start in January.
- The December meeting will fall during the holidays, so it is up to the Commission if the December meeting will be held and if the election of a vice chair will be postponed.
- The ACFR draft has been in possession of the auditors and is under review. It will be presented in January.
- Earlier this past month, Chief Financial Officer, David Gephart, presented the Golf Financials and the Community Center Financials to the Parks and Recreation Advisory Board. Mr. Gephart will continue presenting the Golf and Community Center Financials to the Parks and Recreation Advisory Board at their meetings moving forward.

	2.			REVIEW AND APPROVAL OF THE OCTOBER 17, 2023 REGULAR SESSION MEETING MINUTES


				Motion by Member Gerald LeMay, seconded by Member Jennifer Carr

				Vote: 4 - 0 Carried

	3.			DISCUSSION AND POSSIBLE ACTION ON ELECTING A VICE-CHAIR FOR THE BUDGET AND FINANCE COMMISSION


				Motion by Member Gerald LeMay, seconded by Member John Fortunato to cancel the December 2023 Regular Meeting Session and postpone the election of a Vice-Chair into January 2024's Regular Meeting Session.

				Vote: 4 - 0 Carried

	4.			PRESENTATION ABOUT THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD Presented by Milini Simms, Principal Planner. Discussion ensued amongst Staff and Commissioners.

	5.			PRESENTATION AND DISCUSSION OF THE TOWN'S FY 23/24 FINANCIAL UPDATE THROUGH AUGUST 2023 (Please reference attachments)


				Motion by Member Gerald LeMay, seconded by Member Jennifer Carr move to skip this agenda item, as it is referenced in the following agenda item.

				Vote: 4 - 0 Carried

	6.			PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY 23/24 FINANCIAL UPDATE THROUGH SEPTEMBER 2023 (Please reference attachments) Presented by Wendy Gomez, Deputy Finance Director. Discussion ensued amongst Staff and Commissioners.

	7.			REVIEW, DISCUSSION AND POSSIBLE ACTION ON PROPOSED TOWN FINANCIAL AND BUDGETARY POLICIES


				Motion by Member Gerald LeMay, seconded by Member Jennifer Carr move this agenda item to the January 2024 Regular Meeting Session.

				Vote: 4 - 0 Carried

COUNCIL LIAISON COMMENTS No comments were received.

				Motion by Member Gerald LeMay, seconded by Member John Fortunato move to adjourn the meeting at 4:36 P.M.

Vote: 4 - 0 Carried
