CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Parks & Recreation Advisory Board on any issue not listed on today's agenda.  Pursuant to the Arizona Open Meeting Law, individual Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Parks & Recreation Advisory Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

CONSENT AGENDA

A. Review and/or approval of the December 19, 2017 regular session minutes       

MOTION: A motion was made by Member Ellen Guyer Guyer and seconded by Member Thomas Carle Carle Review and/or approval of the February 20, 2018 minutes.

MOTION carried, 6-0.

AGENDA

1. WELCOME NEW MEMBERS

Chair Wade introduces himself to the new member,  Gary Temple and Philip Saletta.

All members introduced themselves to the new members.

2. PRESENTATION FROM SONORAN DESERT MOUNTAIN BICYCLISTS REGARDING MOUNTAIN BIKING IN ORO VALLEY (INFORMATION MUST BE LIMITED TO INFORMATION AND   
      CLARIFICATION ONLY)

Sonoran Desert Mountain Bikers assoiciate Board member John Spiker  gave a presentation on mountain biking trails in Oro Valley.  Tortilita Mountain Trail Network map is handed out to board members showing where it goes.

Problem posed where do we park?  Many people ask. Examples were given as to where there is not enough parking.  Some trails have no legal easements.  Honeybee usuage last December was 2000 people used according to trail counter.  Discussion ensued amongst members regarding the WAPA trail and how it became a legal easement. John explains why much improvement is needed as far as the non legally registered trails is concerned.

3. REVIEW OF 2018 REGULAR PARKS AND RECREATION ADVISORY BOARD MEETING SCHEDULE (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION ONLY)

A schedule of Parks and Recreation Advisory meeting was provided to all the members.  Kristy Diaz-Trahan confirmed that the Board meets ever other month on the third Tuesday of the month.

4. ELECTION OF PARKS AND RECREATION ADVISORY BOARD CHAIR

MOTION: A motion was made by Member Tim Overton Overton and seconded by Member Thomas Carle Carle A motion was made to elect Adam Wade to continue filling the position of the Chair on the Board

5. ELECTION OF PARKS AND RECREATION ADVISORY BOARD VICE CHAIR

MOTION: A motion was made by Chair Adam Wade Wade and seconded by Member Tim Overton Overton A motion was made to elect Ellen Guyer as Vice Chair on the board.

6. DEVELOPMENT OF A PARKS AND RECREATION MASTER PLAN TASK FORCE (DISCUSSION AND POSSIBLE ACTION)

Chair Wade offered to get a group together. Kristy Diaz-Trahan will get together all the data that would be involved in for the Master plan task force.  Kristy Diaz-Trahan talks about the Master plan throughout the Community.  The group will plan to go through all of them and see which ones still fit and which ones need changing or updating.  Kristy Diaz-Trahan explains the data we need to change.

Kristy Diaz-Trahan asked for volunteers.  Chair Wade and member Gary Temple volunteered.


7. PARKS AND RECREATION ADVISORY BOARD FISCAL YEAR 2018/2019 BUDGET PRIORITIES (DISCUSSION AND POSSIBLE ACTION)

Kristy Diaz-Trahan explained the budget calendar and deadlines. The  Strategic Plan was explained.  Economice Development and Transportation as it relates to the budget. Capital improvement projects examples were given such as a  new software system. Kristy-Diaz-Trahan goes over current requests .  Different divisions were discussed and how they relate to the budget.

Discussion ensued amoungst members.

8. FOCUS AREA REPORT, EACH PRAB MEMBER MAY REPORT ON EACH OF THE FOLLOWING:

Member Ellen Guyer reports on the Community Center.  She explains the proposal regarding changing the layout of the center.  For example moving the restaurant downstairs and moving some exercise equipment.  The group discussed the new traffic light outside of the Community Center.  A communication letter for the members was proposed.  There was a discussion of a snowbird membership.  The course conditions are excellent was the consensus of the group.

9. DIRECTOR’S REPORT (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)

There was a  presentation about improvements to the Community Center.
Foods service  would be bar and grill style. Upstairs where the restaurant is now will be converted into an exercise area More Cardio stuff upstairs.

Red Bulls are hosting an open practice this Friday

Move across 2 Ranges is coming up

A Wall that Heals will be at River Front Park on March 15th to 18th

 On March 17th in celebration of the Pima County Loop being complete there will be fun activities held at Steam Pump Ranch.

Eggstraviganza is changing location this year to JKD Park

Celebraate Oro Valley coming up

Town council took action regarding alcohol use in parks  You have to get a special event permit

APRA conference is scheduled for July 24th and 25th 2018

Kickball league update.  It is a huge sucess



FUTURE AGENDA ITEMS (THE RECRATION ADVISORY BOARD MAY BRING FORTH GENERAL TOPICS FOR FUTURE MEETING AGENDAS.  DISCUSSION IS LIMITED TO INFORMATION/ CLARIFICATION AND FUTURE SCHEDULING DATES)
