CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Parks & Recreation Advisory Board on any issue not listed on today’s agenda.  Pursuant to the Arizona Open Meeting Law, individual Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the Parks & Recreation Advisory Board may not discuss or take legal action on matters raised during "Call to Audience."  In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card.

REVIEW AND/OR APPROVAL OF THE June 20, 2017 REGULAR SESSION MINUTES

MOTION: A motion was made by Chair Adam Wade Wade A motion was made by Member Ellen Guyer and seconded by Chair Adam Wade to approve minutes as noted with correction.  Motion was carried 4-0

 REGULAR AGENDA

1.

PRESENTATION BY DUNCAN CALDWELL ON BIKE TRAILS AND BIKE PARKS  ( DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)
Duncan Caldwell , board member with Tucson Off Road Cyclist and activist, gave information on the different kinds of bike parks.  The members asked for clarification on what a pump park and skills park are. Mr. Caldwell explained how these parks would be beneficial for all skill levels and ages.  It was stated that some of these parks would be very small budget items while others are larger budget items.

FOCUS AREA ASSIGNMENTS:  ASSIGNMENT OF PRAB MEMBERS TO RESEARCH THE  FOLLOWING TOPICS
ASSIGNMENTS INCLUDING:
* PUBLIC ENGAGMENT (COMMUNICATION, OUTREACH) (DISCUSSION AND POSSIBLE ACTION)
   The need for a Community Center Liaison was mentioned.  Betty Danker offered to fill this position and was accepted.  The need for a someone to engage with     people from the dog park was mentioned and Vice Chair Allison Sutton-Ryan said she will fill that roll.
* FUNDING (GIFTS, GRANTS, ENDOWMENTS) (DISCUSSION AND POSSIBLE ACTION)

* GENERAL PLAN IMPLEMENTATION (ASSESSEMENT, ACCOUNTABILITY) (DISCUSSION AND POSSIBLE ACTION)
* LONG RANGE PLANNING (>5 YEARS, MASTER PLANS, STRATEGIC PLANS) (DISCUSSION AND POSSIBLE ACTION)
* SHORT RANGE PLANNING (CURRENT TRENDS, CURRENT NEEDS) (DISCUSSION AND POSSIBLE ACTION)

Parks and Recreation Director Kristy Diaz-Trahan asked members for assistance as projects come up.  It was discussed that each member assigned to a certain assignment would be giving Ms. Diaz Trahan updates on how the project is going.  Some of the projects were mentioned that Ms. Diaz Trahan is looking for help with they are:  concession stands, the dog park and what the separation between little dogs and big dogs look like Vice Chair Allison- Sutton Ryan volunteered .  Ms. Diaz Trahan asked for someone to take the assignment of being the Community Center liaison Betty Danker volunteered. Trail project at Big Wash(Tim Overton and Adam Wade volunteered). Weekend events(Joe Ercig volunteered)
Discussion ensued amongst Board Members and staff regarding public engagement and outreach.

DIRECTOR'S REPORT (DISCUSSION MUST BE LIMITED TO INFORMATION AND CLARIFICATION)
FUTURE AGENDA ITEMS (THE PARKS & RECREATION ADVISORY BOARD MAY BRING FORTH GENERAL TOPICS FOR FUTURE MEETING AGENDAS. DISCUSSION IS LIMITED TO INFORMATION/CLARIFICATION AND FUTURE SCHEDULING DATES)
NEXT MEETING IS SCHEDULED FOR TUESDAY DECEMBER 19,2017
 Parks and Recreation Director Mrs. Diaz -Trahan reported the following.
 Big Wash meeting was discussed.  They are moving ahead with development there.
 Recent events the Spooktacular and the Doggie Dash and Dawdle were discussed.  Both events were a huge success.
The members were made aware of new upcoming water polo events at the aquatic center.
A third shade structure at the archery range was installed and that it was provided by Game and Fish.
 Naranja Park is on budget and on schedule with improvements.
Community Center tennis court resurfacing as well as the resurfacing of the courts at Push Ridge. 
Tennis events coming up are Tennis Congress and Meet Play love.
Ms. Diaz Trahan explained that the Riverfront Park basketball court will be resurfaced before the end of the calendar year.
