CALL TO ORDER AT OR AFTER 6:00 P.M.

Chair Swope called the meeting to order at 6:00 p.m.

CALL TO AUDIENCE - One comment was received by Bill Adler, resident, regarding risk of objectivity in being an advisory board member in valuing responsible growth by retaining personal integrity vs. allowing to be influenced.

REVIEW AND/OR APPROVAL OF THE AUGUST 21, 2012 SPECIAL SESSION MEETING MINUTES


August 21, 2012 Special Session Meeting Minutes

Commissioner Rodman wanted one part of the minutes changed. On page two (2) of the minutes Commissioner Rodman’s comment about sign fees ‘so a future proposal could be made’ didn’t mean Commissioner Rodman was encouraging a future proposal.  Commissioner Rodman wanted to adjust the verbiage to ’before any future proposal is made in this matter’.  In the August 21, 2012 Special Session meeting, Commissioner Rodman made the original motion to accept the minutes from the prior meeting and Commissioner Buette had seconded his motion--not the reverse as indicated in those minutes. 

Under the Future Agenda Items, Acting Chair Cox commented about appropriate dialog and interaction of participants during the ‘Public Hearing’ portion of the board meetings--not the ‘Call to the Audience’ portion of the meeting.

MOTION: A motion was made by Commissioner Rodman and seconded by Vice Chair Cox accept meeting minutes as amended by Commissioner Rodman.

PUBLIC HEARING:  TOHONO CHUL PARK PLANNED AREA DEVELOPMENT (PAD), LOCATED ON THE NORTHEAST CORNER OF INA ROAD AND PASEO DEL NORTE  (OV912-002)

Conclusion

Michael Racy, resident and Member/Director’s Committee/Board of Trustees of Tohono Chul Park, discussed their purpose as private, non-profit with deed-restricted uses.  Their Master Plan for Tohono Chul Park will not change whether they remain in Pima County or are annexed into Oro Valley.  Community input is very important to Tohono Chul Park.

Gil Alexander, resident, supported the Tohono Chul PAD.

This was the first of two public hearings on this case.

Rosevelt Arellano, Town Planner, presented:

Current sign code provisions for El Conquistador PAD don’t allow off-site signs but do allow monument and fuel pricing signs and don’t include combination signs, and limits fuel pricing signage to one per street.

Existing signage was shown as well as the applicant’s (Fry’s) request for two (2) signs along Lambert and relocating another sign on La Canada which are beyond the current zoning code.  The number of signs would be reduced even though more signage is allowed on La Canada.  Lambert Lane would have the same number of signs.  The final sign locations preferred by the applicant are four (4) signs along La Canada and three (3) signs along Lambert Lane.

Kate Harrison, resident, supports Fry's Gas Station signage except wanted a copper green color versus red.  She believes the sign on Lambert Lane may be too remote from where the gas pumps will be located.

MOTION: A motion was made by Commissioner Caine and seconded by Commissioner Buette to approve Agenda Item 3

MOTION carried, 4-1 with Commissioner Rodman opposed.
 
PLANNING UPDATE (INFORMATIONAL ONLY)

David Williams, Planning Manager, presented:

The pre-application submittal was received for the subdivision plat at Rancho de Plata on La Cholla near Glover road.

There is a finished first review of the San Dorago project located at Oracle and 1st Avenue on the east side of the road.

A Neighborhood meeting is on September 20, 2012 at 6:00 p.m. at Council Chambers regarding the Desert Springs Major General Plan Amendment for Tangerine/Oracle roads

The Rancho Vistoso Neighborhood 10 meeting is on September 25, 2012 at 6:00 p.m. in the Hopi meeting room.  This is Parcel N at the southwest corner of Vistoso and Vistoso Highlands roads.

Neighborhood Mercado Mandarina at the northeast corner of Tangerine and La Cholla is on September 26, 2012 at 6:00 p.m. at the Hopi meeting room.


FUTURE AGENDA ITEMS

There’s a second meeting on interaction with public hearing speakers following parliamentary rules on October 2, 2012.

Tom Drzazgowski, resident, is a candidate for Commissioner for the Planning and Zoning board.

There is an Energy Element Public Workshop on October 4, 2012 at 7:00 p.m. at Sun City’s Navajo Room.  The draft element for the General Plan is on-line on the Planning web page so reviews can be given now.
