CALL TO ORDER

Chairman Rodman called the September 15, 2015 Study Session of the Oro Valley Planning and Zoning Commission to order at 6:30 PM.

ALSO PRESENT:  Joe Hornat, Council Member

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the commission on any issue not listed on today’s agenda.  Pursuant to the Arizona open meeting law, individual commission members may ask town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers.  However, the commission may not discuss or take legal action on matters raised during "call to audience."  In order to speak during "call to audience" please specify what you wish to discuss when completing the blue speaker card.

There were no speaker requests.

YVOF Phase2 Close Staff Report

Chairman Rodman gave a brief statement to the committee members and asked for their input on the Your Voice Our Future 90% Draft.

Elisa Hamblin, Long Range Principal Planner, provided a presentation that included:

Chair Rodman inquired to what were the important changes from the 60% to the 90% draft other than the grammar, etc.

Commissioner Barrett commented that all of the changes have been great and staff has heard what the Commission had to say.  Commissioner Barrett went on state that she was curious that staff said they responded to all the suggestions/comments, because she submitted a lot of comments and is curious if any of her comments made an impact. 

Chair Rodman advocated that if the Commission members have questions they should touch base with staff to get there questions answered.

Vice-Chair Leedy commented that Planning and Zoning Commission have a right to contribute to this process and that right is no different than any other board or commission duty.  The Commission has no authority to write the plan that is the committee's job.

Mike Stankiewicz, Oro Valley resident, asked if there is a guide or illustration to accompany the 90% draft.

Steve Roach, Oro Valley resident, reminded the Planning and Zoning Commission of the bottomless process which started with post-it notes.  You as a resident need to evaluate your decision to vote for it or against it with a high perspective consistent with where we are trying to go.

Donald Bristow, Oro Valley resident, provided a follow up on the previous speakers comments.  Mr. Bristow is concerned there are some areas where post-it notes didn't mean a lot because the citizens as a whole are not aware of certain things, such as ESLO.  Until the resident is impacted by a problem the resident has no concept of what the General Plan is.

Commissioner Barrett inquired about the previous meetings discussion concerning moving a list of vision and guiding principles into the actions.

Commissioner Barrett inquired about the previous meetings discussion concerning the Amendment Evaluation Criteria and eliminating the reference to the word "community".  Commissioner Barrett went on to comment that she was the one who advocated making the change to "not reasonably adversely affecting the community".  Commissioner Barrett feels we have stepped back and made the general plan much easier to amend by taking out any reference to how it affects the community.

PLANNING UPDATE (INFORMATIONAL ONLY)

Bayer Vella, Planning Manager, presented the following:

- Town Council, October 7th
- Special Session Planning and Zoning Commission Meeting October 20th
- Special Session Planning and Zoning Commission Meeting, November 5th
- Study Session Planning and Zoning Commission Meeting planned for November
- Community Academy training session cancelled

ADJOURNMENT

MOTION: A motion was made by Vice-Chairman Leedy and seconded by Commissioner Barrett to adjourn the September 15, 2015 Planning and Zoning Commission Study Session at 7:27 PM.

MOTION carried, 5-0.
