CALL TO ORDER

Chair Hurt called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE

Chair Hurt led the Commission and audience in the Pledge of Allegiance.

Chair Hurt also asked for a moment of silence for the victims of the California wildfires.

COUNCIL LIAISON COMMENTS

Council Liaison Bill Rodman stated the newly elected mayor and council members were seated the prior evening. It was a nice ceremony and very well done.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to discuss when completing the blue speaker card.

There were no speaker requests.

The October 2, 2018 minutes were approved by the Commission, with Vice Chair Swope and Commissioner Drzazgowski abstaining as they were not present at that meeting.

PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING A REZONING REQUEST FROM CAMPUS PARK INDUSTRIAL TO MEDIUM HIGH DENSITY RESIDENTIAL FOR AN APPROXIMATELY 15-ACRE PROPERTY LOCATED AT THE NORTHEAST CORNER OF RANCHO VISTOSO BLVD AND VISTOSO COMMERCE LOOP, OV1801670

Planning Manager Bayer Vella provided a presentation that included the following:

- Purpose

Community and Economic Development Director J.J. Johnston spoke on the following:

- Oro Valley has less than 200 acres of buildable land for employment
- If we bring more employment in, we will run out of land
- Sun Corridor and Oro Valley

Mr. Vella continued:

- Goal and Policies: Transitions and Compatibility
- Transitions and Compatibility - Buffers and Screening
- Transitions and Compatibility - Loading Zones
- Transitions and Compatibility - Building Heights
- Public Participation
- Summary and Recommendation

Paul Oland with The WLB Group, provided a presentation that included the following:

- After a decade of previous applications, this is highest and best use of land
- History of land use & buffering on Rancho Vistoso Planned Area Development
- Oro Valley General Plan Use Policy #5
- Brief history leading to this current proposal
- Review of site plan and issue of proximity
- Updated map of access roads into this neighborhood (based on neighbor feedback)
- Existing zoning versus proposed zoning
- This is not desirable Campus Park Industrial land to develop
- This assures neighbors what will be developed on the land
- Reviewed issues he has with the Town staff report

The parcel owner, Rodger Ford, spoke on the following:

- His business history and credentials
- The cost of the land and how much he has spent on this parcel
- History of applications for the land use
- Has determined residential is best use for this land

Chair Hurt opened the public hearing.

The following Oro Valley residents spoke in support of Agenda Item #2:

Chair Hurt closed the public hearing.

Discussion ensued among the Commission, staff and applicant.

MOTION: A motion was made by Commissioner Cox and seconded by Commissioner Drzazgowski to recommend approval of the Vistoso Commerce Loop PAD Amendment from Campus Park Industrial to Medium High Density Residential based on the finding that it is accepted by the neighbors and a fair argument has been made that the best use of this property is residential.

Further discussion among the Commission continued.

MOTION carried, 4-3 with Chair Hurt, Vice Chair Swope, and Commissioner Basken opposed.
 
PLANNING UPDATE (INFORMATIONAL ONLY)

Planning Manager Bayer Vella provided the following updates:
- Recent Community Academy graduation had 37 graduates
- Upcoming neighborhood meetings: State Land 2nd Focus Group and a proposed cell facility
- Next Planning and Zoning Commission meeting is December 4
- Planning and Zoning Commission 2019 meeting calendar sent to Commission

ADJOURNMENT

Chair Hurt adjourned the meeting at 7:51 p.m.
